  • EMS / Ambulance Impact Fee (Sarasota County)
    Sarasota County Ambulance District
CONFIRMED 7/24/2026: County Ambulance/EMS Impact Fee applies within the City of Venice. The Sarasota County Ambulance District is a countywide municipal service unit (§110-214) with a named Venice Sector (§110-222); the Sarasota County Fire Department provides all ambulance service within the district (§110-218). §110-221(d)(1) imposes $48.00 per dwelling unit on new residential permits within the district. Venice is served by county ambulance (no independent city ambulance transport). The deleted 'South Venice Area Fire District' area (Ord. 97-017) is unincorporated South Venice, not the City of Venice. Board reviews the amount annually before budget adoption (§110-221(h)).
    $48.00
  • Law Enforcement Impact Fee (Sarasota County)
    2,000-2,499 sq ft
    Sarasota County
County Law Enforcement Impact Fee does NOT apply within the City of Venice. §70-337 establishes the Law Enforcement Impact Fee District as the unincorporated area of the County ONLY (contrast Library §70-37, Justice §70-377, Gen Gov §70-417, which expressly include all Municipalities). The 'County or Municipality' phrasing in §70-339(b) is uniform boilerplate across every Ch.70 article and does not extend the district. Venice is served by the Venice Police Department and levies no law-enforcement impact fee. Confirmed $0, verified against Ch.70 Art.IX code text 7/24/2026 (resolves the long-standing Venice-participation VERIFY; was $281).

How impact fees work in Florida

Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.

Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.

Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.
