Pennsylvania municipalities charge transportation impact fees under Act 209 (MPC §§ 502-A–506-A), which requires roadway sufficiency analyses and service-area plans, while water and sewer tapping fees are strictly formula-capped by Act 57 amendments to the Municipality Authorities Act.
