The Idaho Development Impact Fee Act (Idaho Code §§ 67-8201 et seq.) lets cities, counties, and highway districts charge fees for parks, public safety, and transportation based on adopted capital improvement plans; water and sewer capacity is funded separately through utility connection and capitalization fees.
