What Are Oregon Impact Fees?
Oregon's one-time growth charges are system development charges (SDCs), authorized by ORS 223.297–223.316 for water, wastewater, stormwater, transportation, and parks. Each SDC must rest on a methodology separating reimbursement and improvement components, and school construction excise taxes apply statewide under ORS 320.170.
