Town of Glen St. Mary water charges for a new development connection total $2,200.00 per equivalent residential unit (ERU): a $1,200.00 tap fee (Ord. 2013-03 Sec. 6) plus a $1,000.00 water system capacity fee (Sec. 7). Adopted Nov. 19, 2013 and unchanged since, though Sec. 10 permits the Town Council to modify the rates by resolution. Town of Glen St. Mary
Town of Glen St. Mary sewer charges for a new development connection total $2,350.00 per equivalent residential unit (ERU): a $600.00 tap fee (Ord. 2013-03 Sec. 6) plus a $1,750.00 sewer system capacity fee for new residential and business development connections (Sec. 8). Ordinary non-development connections pay a $750.00 capacity fee instead. Adopted Nov. 19, 2013; Sec. 10 permits the Town Council to modify the rates by resolution. IMPORTANT — availability is restricted: Ordinance 2025-01, adopted March 18, 2025, imposes an interim moratorium under which the Town will not issue capacity for new sewer ERUs except as explicitly approved case by case on a first-come basis, and the moratorium runs indefinitely until the Town Council ordains otherwise. The Town's discharge allotment under its 2003 wastewater interlocal with the City of Macclenny is at capacity. Capacity granted after March 18, 2025 is forfeited, and the fee refunded without interest, unless the parcel is connected and receives a certificate of occupancy within an 18-month development period. Section 23 requires a separate connection and meter for each separate unit, so every apartment is charged a full equivalent residential unit and the per-unit multifamily amount matches the single-family amount by design. IMPORTANT — availability is restricted, and the restriction falls hardest on multifamily because a project needs many units released at once: Ordinance 2025-01, adopted March 18, 2025, imposes an interim moratorium under which the Town will not issue capacity for new sewer ERUs except as explicitly approved case by case on a first-come basis, running indefinitely until the Town Council ordains otherwise. How impact fees work in Florida

Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.

Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.

Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.

Brush up on impact fee basics before you budget your next project.
