Water$1,900.00
  • Water Capacity Charge (Columbia County / NFWUA, Fort White)
    5/8" x 3/4" meter
Columbia County BOCC (Fort White system operated by North Florida Water Utilities Authority)
Fort White has no municipal utility; the Fort White water system is a Columbia County BOCC system operated by NFWUA, governed by County Code Sec. 118-553(a): 5/8"x3/4" $1,900; 1" $5,500; 1.5" $11,000; 2" $17,600; 3" $35,000. Separate water service connection charge per Sec. 118-553(c) ($250 for 5/8", $300 for 3/4"). Amendable by BOCC resolution; reviewed biannually (Sec. 118-551).
    $1,900.00
Sewer$3,800.00
  • Sewer Capacity Charge (Columbia County / NFWUA, Fort White)
    5/8" x 3/4" meter
Columbia County BOCC (systems operated by North Florida Water Utilities Authority)
Fort White has no municipal utility, so County Code Sec. 118-553(b) applies: 5/8"x3/4" $3,800; 1" $11,000; 1.5" $22,000; 2" $35,200; 3" compound $70,000. NFWUA's FY2026-27 budget lists sewer O&M cost centers for Ellisville and CR-136 only — no Fort White sewer plant — so central sewer may not be available at every Fort White parcel (septic where unavailable). The charge is the adopted county rate; parcel-level sewer availability varies.

  • City Impact Fees (Town of Fort White) - None
    Town of Fort White
Fort White (~500 pop) has only its Charter on Municode, no codified ordinances, and no municipal utility — the Fort White water system is a Columbia County BOCC system operated by NFWUA, and Columbia County issues Fort White's building permits. No town impact fee exists. $0.

  • County Educational System Impact Fee (Columbia County, Fort White) - Suspended
    Columbia County School Board
County Code Ch. 56 Art. II (Educational System Impact Fee, Ord. 2007-41). Sec. 56-221(b) and Sec. 56-222 (Ord. 2011-15) suspend collection until a Board amendment reimposes the fee and the Sec. 56-249 notice period expires; none adopted. Columbia County issues Fort White's building permits and would be the collector on resumption. The Sec. 56-143 annual index applies only to the Article I fees, not Article II. Adopted-but-dormant rate; $0 payable today.

  • County Impact Fees (EMS/Fire/Roads/Correctional) — Suspended

Water$1,900.00
  • Water Capacity Charge (Columbia County / NFWUA, Fort White MF)
5/8" x 3/4" meter, per individually metered unit
Columbia County BOCC (Fort White system operated by North Florida Water Utilities Authority)
Fort White water is a Columbia County BOCC system operated by NFWUA, so County Code Sec. 118-553(a) governs. Modeled at the 5/8"x3/4" rate ($1,900) per individually metered unit; master-metered projects pay on the master meter (1" $5,500; 1.5" $11,000; 2" $17,600; 3" $35,000) per Sec. 118-551(b) AWWA ratios. Sewer$3,800.00
  • Sewer Capacity Charge (Columbia County / NFWUA, Fort White MF)
5/8" x 3/4" meter, per individually metered unit
Columbia County BOCC (systems operated by North Florida Water Utilities Authority)
County Code Sec. 118-553(b) governs, Fort White having no municipal utility. NFWUA's FY2026-27 budget shows sewer O&M cost centers for Ellisville and CR-136 only — no Fort White sewer plant — so central sewer may not reach a given Fort White parcel; a main-extension charge or special assessment (Sec. 118-510) may apply for an MF project.

How impact fees work in Florida

Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.

Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.

Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.

Brush up on impact fee basics before you budget your next project.
