Lake City Code §102-210.4(4): 'Prior to connecting to the city's utilities system, the customer shall pay an impact fee to the city on each new residential and NONRESIDENTIAL development' — so a nonres water impact fee is levied. Ord. No. 2023-2257 (adopted 10-16-2023) repealed and replaced Ch. 102 IN ITS ENTIRETY, deleting former §102-36 (which had carried $1,050/ERU water impact) and moving every dollar figure into the 'City of Lake City Utility Schedule of Fees, Rates and Deposits' (SOFRAD), adopted by reference at §102-110.3(1)(b) and held 'on file in the offices of the city.' §102-210.1(2) further CPI-indexes water/sewer rates every Oct 1 (10%/yr cap) starting 10/1/2023, so the repealed pre-2023 figure is superseded and is NOT entered. Lake City Code §102-210.4(3): 'There shall be a fee paid to the utility department to connect to the utility system' — a one-time tap/connection fee, separate from and in addition to the water impact fee under §102-210.4(4). Ord. No. 2023-2257 (10-16-2023) repealed and replaced Ch. 102 in its entirety, deleting former §102-32 (which had carried meter-size water tap fees: 3/4"=$310, 1"=$390, 1.5"=$770, 2"=$1,930) and moving all dollar figures into the SOFRAD (City of Lake City Utility Schedule of Fees, Rates and Deposits), adopted by reference at §102-110.3(1)(b) and held on file at city offices. Those repealed figures are superseded and NOT entered; the current meter-size table is unpublished, so no meter tiers can be built and no 1" canonical default can be set. How impact fees work in Florida
Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.
Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.
Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.
