CONFIRMED $0 — Escambia County has NO general development impact fee (no transportation/mobility, parks, fire, law-enforcement or school impact fee). County removed concurrency ~2013 and remains the only large FL county with neither impact fees nor mobility fees; fees were still only 'under consideration' as of 2024 and none has been adopted. Re-proved from primary sources 7/11/2026 (prior source was a WUWF news article): (1) County Code Ch. 14, Art. XI, Sec. 14-164 (Ord. No. 2024-1, adopted 1-9-2024) enumerates the 16 fee types the county may charge — none is an impact fee; (2) the Land Development Code (Part III) has no impact-fee chapter, Supp. 112, codified through Ord. 2025-42 (1/23/2026); (3) Building Services' permitting page lists only building/trade permit fees. NOTE — the ONE county-imposed one-time development fee is geographically limited and habitat-specific: the Perdido Key Beach Mouse (PKBM) mitigation impact fee, $100,000 per ACRE of PKBM habitat impacted, due at beach-mouse permit issuance, on developments built after 2015 within the Perdido Key Habitat Conservation Plan area only (plus a recurring $201/unit annual MSBU assessment, which is NOT a one-time impact fee). It is assessed per acre of habitat, not per dwelling unit, and does not apply countywide, so it is not modeled as a per-unit county impact fee here. Source: https://myescambia.com/our-services/natural-resources-management/water-quality-land-management/PKHCP/beach-mouse-impact-fees-msbu. No school impact fee: the Escambia County School District levies none (still under discussion).

How impact fees work in Florida

Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.

Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.

Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.
