- Water Connection/Capital Fee (City of Wewahitchka)Requires confirmationCity of WewahitchkaInternal research note: the City of Wewahitchka operates its own community water system (EPA SDWIS PWSID FL1230734, 'WEWAHITCHKA, CITY OF', local government owned, 1,411 service connections), so a connection/capital charge affirmatively exists. But the city's own 'City Utility Rates' page publishes no rates at all — its entire content is a direction to contact City Hall for up-to-date utility rate information. Wewahitchka is not in Municode; its published document library (ordinances, financial documents, forms, LDRs, other documents) contains no rate resolution or fee schedule. Amount not published anywhere — INFERRED_0, stays flagged. 8/5/2026.
- Sewer Connection/Capital Fee (City of Wewahitchka)Requires confirmationCity of WewahitchkaInternal research note: the City of Wewahitchka operates its own sewer system — FDEP WAFR lists 'City of Wewahitchka "Ricky McMillion" WWTP', domestic wastewater, active, 0.2 MGD, in Gulf County — so a connection/capital charge affirmatively exists. But the city's 'City Utility Rates' page publishes no rates at all, directing readers to contact City Hall instead. Wewahitchka is not in Municode; its published document library (ordinances, financial documents, forms, land development regulations, other documents) contains no rate resolution or utility fee schedule. Amount not published — INFERRED_0, stays flagged. 8/5/2026.
- City Impact Fee (City of Wewahitchka)$0.00City of WewahitchkaInternal research note: read the City of Wewahitchka Land Development Regulations adopted April 25, 2024 (the city's complete, current LDRs, 6,571 lines of extracted text) — full-text search for 'impact fee', 'tap fee', 'connection fee', 'capacity fee' and 'capital facilit' returns zero hits. Sec. 2.06.04 provides only that the City Commission establishes an application fee schedule by resolution. The city's published ordinance library (cityofwewahitchka.com/ordinances.cfm) lists only three ordinances (recreational vehicles 2021, code enforcement 2021, noise 2022) and contains no impact fee ordinance. Wewahitchka is not in Municode. No general municipal impact fee exists; the city's only development-related capital charges are utility connection/capital charges (handled on separate rows). SB 180 check: the only post-8/1/2024 land development action found is the 4/25/2024 LDR adoption, which predates the 8/1/2024 retroactive date and does not create an impact fee, so SB 180 is not implicated on this row. 8/5/2026.
- County Impact Fee (Gulf County)$0.00Gulf CountyConfirmed $0 (7/23/2026). Gulf County Code of Ordinances (Municode, Supp. No. 5, through Ord. 2024-16, updated 5/8/2025) has no Impact Fees chapter; the 'Adopted Ordinances Not Yet Codified' list through Ord. 2026-04 (5/26/2026) contains no impact-fee ordinance. Applies countywide incl. Wewahitchka.

- Water Connection/Capital Fee (City of Wewahitchka, MF)Requires confirmationCity of WewahitchkaInternal research note: the City of Wewahitchka operates its own community water system (EPA SDWIS FL1230734, local government owned, 1,411 connections), so a connection/capital charge exists, but the city publishes no utility rates — the City Utility Rates page directs readers to contact City Hall. Not in Municode; no rate resolution or fee schedule in the city's published document library. Basis (per unit vs. per meter size) is not published, so the multifamily meter-size rule cannot be applied and this is INFERRED_0 rather than DOCUMENTED_0. Stays flagged. 8/5/2026.
- Sewer Connection/Capital Fee (City of Wewahitchka, MF)Requires confirmationCity of WewahitchkaInternal research note: the City of Wewahitchka operates its own sewer system (FDEP WAFR: 'City of Wewahitchka "Ricky McMillion" WWTP', domestic, active, 0.2 MGD), so a connection/capital charge exists, but the city publishes no utility rates at all — its City Utility Rates page consists solely of a direction to contact City Hall. Not in Municode; the city's published document library has no rate resolution or fee schedule. Because nothing is published I cannot even establish whether the charge basis is per unit or per meter size, so the multifamily meter-size rule cannot be applied and this is INFERRED_0 rather than DOCUMENTED_0. Stays flagged. 8/5/2026.
- City Impact Fee (City of Wewahitchka, MF)$0.00City of WewahitchkaInternal research note: same finding as the Wewahitchka SFR row. The city's Land Development Regulations adopted April 25, 2024 — the complete current LDRs — contain no impact fee provisions at all; full-text search for 'impact fee', 'tap fee', 'connection fee', 'capacity fee' and 'capital facilit' returns zero hits, and sec. 2.06.04 provides only for an application fee schedule set by resolution. The city's published ordinance library lists three ordinances (recreational vehicles, code enforcement, noise) and no impact fee ordinance. No municipal impact fee exists, so none applies per multifamily unit. SB 180 check: the LDRs were adopted 4/25/2024, before the 8/1/2024 retroactive date, and create no impact fee, so SB 180 is not implicated. 8/5/2026.

How impact fees work in Florida
Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.
Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.
Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.
