Internal research note: Hernando County Resolution No. 2024-155, sec. 8, effective 10/1/2024, adopts water and wastewater connection fees solely as a meter-size table using AWWA equivalency factors: water 5/8-inch $2,397, 3/4-inch $3,595, 1-inch $5,992.50, 1.5-inch $11,985, 2-inch $19,176, up to 12-inch $515,355. Sec. 2(B) classifies 'multiple residential dwelling units served by a master meter such as, but is not limited to, apartments, condominiums, and manufactured home parks' as General Service, and sec. 8(B) assigns General Service accounts ERUs 'as delineated in the table above' — i.e., by meter size. Residential Service, which carries the per-dwelling-unit one-ERU minimum, is expressly limited to individually metered dwelling units. No per-unit or per-ERU multifamily rate is published, so a per-unit amount does not exist. SB 180 note: this resolution took effect 10/1/2024, after the 8/1/2024 retroactivity date; utility connection fees are generally outside the F.S. 163.31801 impact fee definition, but flagging for awareness. 8/5/2026

How impact fees work in Florida

Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.

Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.

Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.

For a primer on how impact fees work, see our plain-English guide.
