Putnam County issues all Interlachen building permits (interlocal recited in Ord. 2013-4 s.13.1) and Ch. 24 collects at permit issuance, so Interlachen remains the most likely municipality where the county fee attaches — but no impact-fee interlocal was identified at the 1/13/2026 meeting. If ever collected in-city, SFR per du (Table 24-1, ITE 210): Transp $4,927 + Fire $921 + Law Enf $148 + Gov Bldgs $1,270 + Parks $445 = $7,711. UPDATE [8/4/2026]: At the 1/13/2026 joint Putnam County/Palatka meeting, officials confirmed NO interlocal agreements yet exist for county impact-fee collection inside municipalities; staff were directed to draft a county-city coordination agreement (~90-day return). Palatka Daily News also reports Palatka and Crescent City levy their own city impact fees while Interlachen, Pomona Park and Welaka have none. Until an interlocal under s.24-6(c) is executed, county Ch. 24 fees are evidently NOT being collected inside city limits. How impact fees work in Florida

Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.

Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.

Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.

For a primer on how impact fees work, see our plain-English guide.
