- Water Connection Fee (Bradford County - Unincorporated)$0.00Bradford CountyCONFIRMED $0 — Bradford County operates no countywide water utility. Unincorporated development uses private wells; a parcel that connects to a municipal system (Starke, Hampton, Brooker or Lawtey) pays that city's connection charge instead, and the county Building Department page directs anyone on City of Starke utilities to the City for permitting. Re-verified against the county Building Department and Public Works pages 2026-07-22.
- Sewer Connection Fee (Bradford County - Unincorporated)$0.00CONFIRMED $0 — Bradford County operates no countywide sewer utility. Unincorporated development uses private septic; a parcel connecting to a municipal system pays that city's charge. Re-verified against the county Building Department and Public Works pages 2026-07-22.
- City Impact Fees (Bradford County - Unincorporated)$0.00Bradford CountyCONFIRMED $0 — unincorporated area, so no municipal government levies a fee here. Bradford County's own impact fees (Fire, Law Enforcement, EMS under Code Ch. 43 / Ord. 2025-01) are carried on this jurisdiction's County-type records rather than here. Re-verified 2026-07-22.
- Fire Protection Impact Fee (Bradford County)$498.00Bradford County Board of County CommissionersCONFIRMED. Bradford County Code Ch. 43 (Consolidated Impact Fee Ordinance), Art. II, Sec. 43-31(c): Fire Protection $498.00 per dwelling unit (residential) / $194.00 per 1,000 sq ft (non-residential). Enacted by Ord. No. 2025-01, Sec. 1, adopted 7-17-2025, effective 10/1/2025; codified at Supp. No. 49 (online content updated 10/16/2025) and unchanged as re-read on the codifier 2026-07-22. Sec. 43-10(i) authorizes an administrative charge of up to 2% of the fee, added on collection. Sec. 43-31(b) benefits unincorporated areas and municipalities that have entered a Sec. 43-18 interlocal, EXPRESSLY EXCEPTING the City of Starke, which provides its own fire facilities. Basis study: Stantec Consulting Services, 'Bradford County, FL Fire, EMS and Law Enforcement Impact Fee Study,' June 2025 (adopted by reference at Sec. 43-4). Sec. 43-11 requires review of the ordinance and study at least once every six years. Rate schedule prints only Residential / Non-Residential — there is no separate multifamily or mobile-home category, so the MF record correctly carries the same per-unit amount.
- Law Enforcement Impact Fee (Bradford County)$304.00Bradford County Board of County CommissionersCONFIRMED. Bradford County Code Ch. 43, Art. III, Sec. 43-41(c): Law Enforcement $304.00 per dwelling unit (residential) / $119.00 per 1,000 sq ft (non-residential). Enacted by Ord. No. 2025-01, Sec. 1, adopted 7-17-2025, effective 10/1/2025; codified at Supp. No. 49 (10/16/2025), re-read on the codifier 2026-07-22 and unchanged. Sec. 43-10(i) adds an administrative charge of up to 2% on collection. Sec. 43-41(b) reaches unincorporated areas and municipalities that have entered a Sec. 43-18 interlocal — unlike the fire article, this one carries NO City of Starke exception, so a Starke interlocal would bring it in. Basis study: Stantec, June 2025 (Sec. 43-4). Rate schedule prints only Residential / Non-Residential, with no separate multifamily category.
- Emergency Medical Services Impact Fee (Bradford County)$258.00Bradford County Board of County CommissionersCONFIRMED. Bradford County Code Ch. 43, Art. IV, Sec. 43-51(c): Emergency Medical Services $258.00 per dwelling unit (residential) / $101.00 per 1,000 sq ft (non-residential). Sec. 43-51(b) reaches unincorporated areas and municipalities that have entered a Sec. 43-18 interlocal; no City of Starke exception in this article. Combined residential total per dwelling unit: Fire $498 + Law Enf $304 + EMS $258 = $1,060.00, plus up to 2% admin. Basis study: Stantec, June 2025 (Sec. 43-4). No separate multifamily category in the rate schedule.

- Water Connection Fee (Bradford County - Unincorporated, MF)$0.00Bradford CountyCONFIRMED $0 — Bradford County operates no countywide water utility. Unincorporated development uses private wells; a project connecting to a municipal system pays that city's connection charge, on that city's per-unit or master-meter basis. Re-verified against the county Building Department and Public Works pages 2026-07-22.
- Sewer Connection Fee (Bradford County - Unincorporated, MF)$0.00Bradford CountyCONFIRMED $0 — Bradford County operates no countywide sewer utility. Unincorporated development uses private septic; a project connecting to a municipal system pays that city's charge. Re-verified against the county Building Department and Public Works pages 2026-07-22.
- City Impact Fees (Bradford County - Unincorporated, MF)$0.00Bradford CountyCONFIRMED $0 — unincorporated area, so no municipal government levies a fee here. Bradford County's own impact fees (Fire, Law Enforcement, EMS under Code Ch. 43 / Ord. 2025-01) are carried on this jurisdiction's County-type records. Re-verified 2026-07-22.
- Fire Protection Impact Fee (Bradford County, MF)$498.00Bradford County Board of County CommissionersCONFIRMED. Bradford County Code Ch. 43, Art. II, Sec. 43-31(c): Fire Protection $498.00 PER DWELLING UNIT (residential). Enacted by Ord. No. 2025-01, Sec. 1, adopted 7-17-2025, effective 10/1/2025; codified at Supp. No. 49 (10/16/2025), re-read on the codifier 2026-07-22 and unchanged. MF BASIS: Sec. 43-2 defines 'multi-family residential' separately from single-family, but the Sec. 43-31(c) rate schedule prints only two land-use categories — Residential Use (per dwelling unit) and Non-Residential Use (per 1,000 sq ft). There is no separate multifamily, townhome/duplex or mobile-home column, so an MF project pays the same $498 for each unit. MF = SFR here is correct, not a copy error. Sec. 43-10(i) adds an administrative charge of up to 2% on collection. Sec. 43-31(b) excepts the City of Starke, which provides its own fire facilities. Basis study: Stantec, June 2025.
- Law Enforcement Impact Fee (Bradford County, MF)$304.00Bradford County Board of County CommissionersCONFIRMED. Bradford County Code Ch. 43, Art. III, Sec. 43-41(c): Law Enforcement $304.00 PER DWELLING UNIT (residential). Ord. No. 2025-01, adopted 7-17-2025, effective 10/1/2025; codified Supp. No. 49 (10/16/2025), re-read 2026-07-22 and unchanged. MF BASIS: the rate schedule prints only Residential Use (per dwelling unit) and Non-Residential Use (per 1,000 sq ft) — no separate multifamily column — so each MF unit pays $304. MF = SFR is correct here. Sec. 43-10(i) adds up to 2% admin on collection. Sec. 43-41(b) carries no City of Starke exception.
- Emergency Medical Services Impact Fee (Bradford County, MF)$258.00Bradford County Board of County CommissionersCONFIRMED. Bradford County Code Ch. 43, Art. IV, Sec. 43-51(c): Emergency Medical Services $258.00 PER DWELLING UNIT (residential). Ord. No. 2025-01, adopted 7-17-2025, effective 10/1/2025; codified Supp. No. 49 (10/16/2025), re-read 2026-07-22 and unchanged. MF BASIS: rate schedule prints only Residential Use (per dwelling unit) and Non-Residential Use — no separate multifamily column — so each MF unit pays $258. Combined per unit: Fire $498 + Law Enf $304 + EMS $258 = $1,060.00, plus up to 2% admin under Sec. 43-10(i).

How impact fees work in Florida
Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.
Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.
Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.

No. Section 163.31801, Florida Statutes limits increases to 50% at most, phased in over two to four years, unless the local government makes extraordinary-circumstances findings and approves the increase by at least a two-thirds vote.
Fee amounts on this page are compiled from official published schedules and are provided for planning purposes only. Rates change, and project specifics (unit size, meter size, location within special districts) can alter what applies. Always verify current fees with the jurisdiction and utility before relying on them.
