Water$0.00
  • Water Capacity Availability Charge (City of Starke)
    City of Starke
Starke Code Sec. 102-36 imposes a water capacity availability charge per equivalent residential connection (1 ERC = 350 gpd for an SFR), with the amount "as provided by the city commission by resolution." Sec. 102-34 likewise sets the meter/new-service-connection charge by resolution. Re-checked 7/11/2026: the code carries no dollar figure, and Res. 2025-14 (the city's only posted fee schedule) covers building/zoning fees only — the utility rate resolution is not posted online. The $15 "water connection fee" in the Customer Service Guide is an account-setup charge, not a capacity fee. Utility Services (904) 964-5027 / cityutilities@cityofstarke.org.

Water$0.00
  • Water Capacity Availability Charge (City of Starke)
    City of Starke
AMOUNT UNPUBLISHED — Starke runs its own water utility. Basis is ERC, NOT meter size: Code Sec. 102-36 imposes a water capacity availability charge based on the number of equivalent residential connections, amount 'as provided by the city commission by resolution.' Sec. 102-33(l) sets the nonres ERC formula: estimated commercial/industrial daily flow divided by 350 gpd = number of ERCs, multiplied by the water capacity charge then in effect (for business/industrial/institutional uses the city engineers estimate the ERC count). Sec. 102-34: the meter charge schedule is also set by resolution, and new service connections larger than 2 inches are charged at 200% of material cost (meter, valves, enclosure) — so there is no published nonres meter-size table. Checked 2026-07-11: Municode Ch. 102 carries no dollar figure; Res. 2025-14 (the city's only posted fee schedule) covers building/zoning fees only; the utility rate resolution is not posted online; cityofstarke.ishopserver.com/utilityrates.html returns no content. Sewer$0.00
  • Sewer Tap Charge & Water Pollution Control Charge (City of Starke)
    City of Starke
AMOUNT UNPUBLISHED — Starke runs its own sewerage system. Two one-time sewer charges apply to new nonres connections, both set by resolution: (1) Sec. 102-35 sewer tap charge (plus an added charge where the connection run exceeds 50 ft); and (2) Sec. 102-37 water pollution control charge, computed on the number of ERCs (nonres ERCs = estimated daily flow / 350 gpd per Sec. 102-33(l)). Sec. 102-37(c) adds a strength-based formula for industrial/process waste exceeding 300 ppm BOD / 600 ppm COD / 300 ppm SS: WPC = (BOD or COD/2 x Qmgd x 8.34 x $370/lb) + (SS x Qmgd x 8.34 x $370/lb) — relevant to Industrial users. Checked 2026-07-11: no dollar figures in Municode Ch. 102; Res. 2025-14 covers building/zoning fees only; the utility rate resolution is not posted online. City of Starke
CONFIRMED $0. City of Starke Building & Zoning FAQ: 'The City of Starke has no impact fees for the development of any kind' — which expressly covers nonresidential. Cross-checked 2026-07-11 against the city's current adopted fee schedule (Res. 2025-14, adopted 5/20/2025, Exhibit A), which contains ONLY planning/zoning/building permit fees — no impact fees of any category and no transportation/park/police/fire development fee. Municode Ch. 82 (Planning) carries no impact-fee article. Building & Zoning (904) 930-3243.

County$0.00
  • County Impact Fees (City of Starke, Commercial)
Bradford County Board of County Commissioners
$0 — not enforceable absent an interlocal agreement. Bradford County Ord. 2025-01 is codified as Code Ch. 43 (adopted 7/17/2025, eff. 10/1/2025): nonres Fire $194.00 / Law Enforcement $119.00 / EMS $101.00 per 1,000 sq ft (+ admin fee up to 2%, Sec. 43-10(i)). CONTROLLING PROVISION — Sec. 43-18 (Municipal participation): the ordinance 'shall not be enforced within a municipality unless the county and municipality enter into an interlocal agreement setting forth the terms and conditions under which the provisions of the ordinance shall be implemented within the municipality.' No Starke–County interlocal is published (county site, Municode, BOCC agendas checked 2026-07-11), so the ordinance's own default — non-enforcement inside the city — governs. SCOPE OF THE STARKE EXCEPTION NOW RESOLVED (was flagged unclear): it is FIRE-ONLY. Sec. 43-31(b) excludes Starke from the fire fee ('except for the City of Starke which provides its own fire facilities'); Art. III (Law Enforcement) and Art. IV (EMS) contain NO Starke carve-out and would apply if an interlocal were executed. Starke also issues its own building permits (the County directs all in-city-limits permitting to Starke B&Z), and Starke's B&Z FAQ states the city charges no impact fees on development. REMAINING VERIFY: whether a Sec. 43-18 interlocal has been executed for Law Enforcement/EMS → County Manager's Office (904) 966-6327 / Starke Building & Zoning (904) 930-3243.

How impact fees work in Florida

Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.

Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.

Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.

Frequently asked questions

How much are commercial impact fees in Starke?

Starke does not currently levy impact fees on commercial development.

Does Starke charge its own impact fees?

Yes. Starke levies its own municipal impact fees, and county-levied fees also apply inside city limits. The schedule on this page shows every fee that applies to development in Starke, with the combined total.

Can Florida impact fees increase at any time?

No. Section 163.31801, Florida Statutes limits increases to 50% at most, phased in over two to four years, unless the local government makes extraordinary-circumstances findings and approves the increase by at least a two-thirds vote.

Fee amounts on this page are compiled from official published schedules and are provided for planning purposes only. Rates change, and project specifics (unit size, meter size, location within special districts) can alter what applies. Always verify current fees with the jurisdiction and utility before relying on them.
