Water$4,500.00
  • Water/Sewer Connection Fee (Suwannee Water & Sewer District) — single combined $4,500, not split
Suwannee Water & Sewer District (dependent special district of Dixie County)
RESOLVED 2026-08-05 per owner policy 'one canonical row, full published amount, no derivation'. The SWSD board's adopted 2025 Rules and Regulations FEE SCHEDULE 2025 publishes ONE combined 'New Connection Fee' of $4,500.00 (covers installing all needed facilities/lines/apparatus/equipment), not separate water and sewer lines. Carried once here as the canonical combined charge; the sewer row (rec4iObUi9Fg13tzA) is documented as included, to avoid double-counting. Renamed to make the combined scope explicit. SWSD is a dependent special district of Dixie County (Code ch. 30 art. II, readopted Ord. 2024-04) serving only the community of Suwannee; Code sec. 30-37 defers the amount to the board. SB 180 does NOT reach this - a water/sewer connection charge is expressly excluded from the Impact Fee Act by F.S. 163.31801(12), and SWSD is a rate-setting utility, not a county/municipality adopting land development regulations. MF held - $4,500 is per connection and the per-unit basis for a master-metered building is unresolved. Round-3 held-splits 2026-08-05.

II — provides water service to the unincorporated community of Suwannee. A nonresidential developer building in the SWSD service area pays the district's connection charge. UNCONFIRMED — NO PUBLISHED AMOUNT: the enabling ordinance empowers the district board to 'fix and collect charges for making connections with any waterworks facilities' (Sec. 30-34(3)) and to set connection charges 'in such reasonable amount as the board may fix and establish' (Sec. 30-37) by resolution after public hearing (Sec. 30-34(10)) — but publishes NO dollar amount in the code, and SWSD posts no rate/fee schedule online. Rates are expressly NOT subject to PSC/ACC regulation (Sec. 30-34(8)c). AUDIT 7/12/2026: re-verified the live SWSD page (dixiecounty.us/swsd/) — board roster, meeting info and billing login only, no fee schedule. NOTE: SWSD is pursuing CDBG-DR / Rural Infrastructure Fund money for system work — fees may be revised; recheck each cycle. How impact fees work in Florida

Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.

Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.

Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.
