- Water Capacity Connection Fee (FGUA — Nassau Amelia Utility System)Requires confirmationFlorida Governmental Utility Authority (FGUA)$0 placeholder — UNCONFIRMED (rate not published in readable form). AUDIT 7/13/2026, substantial progress: (1) PROVIDER CONFIRMED — Florida Governmental Utility Authority, Nassau Amelia Utility System, serving zips 32034/32035/32097 (the Amelia Island area; the City of Fernandina Beach runs its own separate utility). (2) SOURCE UPGRADED to the FY2026 adopted rate schedule (FGUA Rate Resolution 2025-08, 'PH 1 NAU Rate Resolution 2025-08'). (3) ERC BASIS CONFIRMED — Section 8(a): one ERC = 350 gpd water / 200 gpd wastewater, and the ERC table states 'Single-family, duplex or MULTI-FAMILY, per unit = 1.00 ERC'. So the MF capacity fee equals the SFR fee PER UNIT (this closes the old 'MF rate likely differs from SFR' question). (4) STILL OPEN — the dollar rate: Section 8(b) says 'the water capacity connection fee rates are set forth on Exhibit C and the wastewater capacity connection fee rates are set forth on Exhibit I'. Those exhibits are published only as an image-only PDF with no text layer (fgua.com/docs/developer/fees/Nassau Capacity Fees.pdf, 6 pp.), and fgua.com blocks the Google Docs viewer. Also note: Wastewater Tap Fee = actual cost + $125 inspection; meter setting 5/8x3/4 = contract-operator cost + 5%. Contact FGUA Development Services: devservices@fgua.com / 407-629-6900.
- Sewer (Wastewater) Capacity Connection Fee (FGUA — Nassau Amelia Utility System)Requires confirmationFlorida Governmental Utility Authority (FGUA)$0 placeholder — UNCONFIRMED (rate not published in readable form). AUDIT 7/13/2026: provider confirmed as FGUA Nassau Amelia Utility System (zips 32034/32035/32097). Source upgraded to the FY2026 adopted rate schedule (FGUA Rate Resolution 2025-08). ERC basis confirmed — 1 ERC = 200 gpd wastewater; the ERC table gives 'Single-family, duplex or multi-family, per unit = 1.00 ERC', and §8(a)(e)(iii) adds that where FGUA provides both services the number of wastewater ERCs equals the number of water ERCs. The wastewater capacity connection fee RATE lives in Exhibit 'I' to the resolution, published only as an image-only PDF with no text layer (fgua.com/docs/developer/fees/Nassau Capacity Fees.pdf); fgua.com blocks the Google Docs viewer, so the figure could not be read. Separately: Wastewater Lateral Inspection $125; Wastewater Tap Fee = contract-operator cost + 5% + $125. Contact devservices@fgua.com / 407-629-6900.
- Nassau County (Uninc.) — No Municipal Impact Fees (N/A)$0.00N/A — unincorporated area (no municipal government)Unincorporated Nassau County has no municipal government, so no city (municipal) impact fees apply. County-level impact and mobility fees are captured in the County-type records for this jurisdiction. Placeholder added during audit 7/8/2026 for City fee-type completeness.

Phase 2 eff. 4/1/2027: $11,332.29. Admin fee: 1.5%. Applies to unincorporated area in Zone 1. See nassaucountyfl.com/1057/Impact-and-Mobility-Fees.
- Nassau County Mobility Fee Zone 2 (ENCPA) — SFR$7,352.27Nassau County Board of County CommissionersEff. 4/1/2026 Phase 1. ENCPA = East Nassau County Planning Area. Phase 2 eff. 4/1/2027: $10,875.93. Admin fee: 0.9%.
- Nassau County Educational Facilities Impact Fee (SFR)$5,430.60Nassau County School Board$5,430.60 per dwelling unit, effective 7/16/2020. AUDIT 7/13/2026 — ⚠️ VERIFY CLOSED (amount re-confirmed, not stale): the county's CURRENT FY2025/26 Impact and Mobility Fee Schedule (eff. 4/1/2026) still carries the Educational Impact Fee at $5,430.60 with the 7/16/2020 effective date. The 2025 comprehensive impact fee update (Ords. 2025-063/2025-070) raised Parks, Recreational Facilities, Fire Rescue, Law Enforcement and Administrative Facilities but did NOT touch the school fee. Note: the schedule lists the SAME $5,430.60 for 'Residential Single-family houses' and 'Residential Multi-family' — so MF = SFR here by design, not a copy error. Set by the Nassau County School Board.
- Nassau County Parks Impact Fee (SFR)$1,414.00Nassau County Board of County CommissionersEff. 4/1/2026 — Phase 1 of a 4-year phase-in (Ords. 2025-063 & 2025-070, adopted 12/17/2025; total +97%). FY2025/26 adopted schedule, SF tiers by sf: ≤1,250 $1,066; 1,250–1,999 $1,368; 2,000–2,499 $1,414 (default); 2,500–2,999 $1,450; 3,000+ $1,481. AUDIT 7/13/2026: the FY2025/26 schedule has FIVE residential columns — Parks | Recreational Facilities | Fire Rescue | Law Enforcement | Administrative Facilities. Column mapping re-verified; this is the Parks column. Applies in unincorporated Nassau only: Callahan and Hilliard collect NO county impact fees; Fernandina Beach collects the mobility fee only (nassaucountyfl.com/1494/Impact-Fees).
- Nassau County Administrative Facilities Impact Fee (SFR)$1,201.00Nassau County Board of County CommissionersEff. 4/1/2026 — Phase 1 of a 4-year phase-in (Ords. 2025-063 & 2025-070). FY2025/26 adopted schedule, SF tiers by sf: ≤1,250 $1,036; 1,250–1,999 $1,147; 2,000–2,499 $1,201 (default); 2,500–2,999 $1,244; 3,000+ $1,280. AUDIT 7/13/2026 — ⚠️ VERIFY CLOSED. This record was previously entered as a 'Correctional Facilities Impact Fee', a category Nassau County does NOT levy. The PDF is text-extractable (the old 'image-based' note was wrong) and the Google-viewer render shows five column headers: Parks | Recreational Facilities | Fire Rescue | Law Enforcement | Administrative Facilities. $1,201 is the ADMINISTRATIVE FACILITIES column. The county describes this category as covering general government offices (James S. Page Complex), court offices and the detention center — which is why the earlier 'correctional' guess looked plausible. Unincorporated Nassau only.
- Nassau County Recreational Facilities Impact Fee (SFR)$831.00Nassau County Board of County CommissionersEff. 4/1/2026 — Phase 1 of a 4-year phase-in (Ords. 2025-063 & 2025-070). FY2025/26 adopted schedule, SF tiers by sf: ≤1,250 $727; 1,250–1,999 $797; 2,000–2,499 $831 (default); 2,500–2,999 $858; 3,000+ $881. AUDIT 7/13/2026 — CORRECTED: this record was previously labeled 'Fire Rescue'. The schedule's five residential columns are Parks | Recreational Facilities | Fire Rescue | Law Enforcement | Administrative Facilities; $831 sits in the RECREATIONAL FACILITIES column. Nonresidential rows confirm the mapping (Parks and Recreational Facilities are both $0 for all nonresidential uses; Fire Rescue is not). Unincorporated Nassau only.
- Nassau County Fire Rescue Impact Fee (SFR)$654.00Nassau County Board of County CommissionersEff. 4/1/2026 — Phase 1 of a 4-year phase-in (Ords. 2025-063 & 2025-070). FY2025/26 adopted schedule, SF tiers by sf: ≤1,250 $535; 1,250–1,999 $615; 2,000–2,499 $654 (default); 2,500–2,999 $685; 3,000+ $711. AUDIT 7/13/2026 — CORRECTED: previously labeled 'Law Enforcement'. $654 sits in the FIRE RESCUE column of the five-column schedule (Parks | Recreational Facilities | Fire Rescue | Law Enforcement | Administrative Facilities). Unincorporated Nassau only.
- Nassau County Law Enforcement Impact Fee (SFR)$522.00Nassau County Board of County CommissionersEff. 4/1/2026 — Phase 1 of a 4-year phase-in (Ords. 2025-063 & 2025-070). FY2025/26 adopted schedule, SF tiers by sf: ≤1,250 $419; 1,250–1,999 $488; 2,000–2,499 $522 (default); 2,500–2,999 $549; 3,000+ $571. AUDIT 7/13/2026 — CORRECTED: previously labeled 'Administrative Facilities'. $522 sits in the LAW ENFORCEMENT column. Per the county, law enforcement impact fees fund the sheriff's office, 911 call center, EOC and sheriff vehicles. Unincorporated Nassau only.

Unincorporated Nassau County: Multifamily Impact Fees
A new multifamily unit in unincorporated Nassau County pays at least $20,889.27 per unit in impact fees (rates sourced July 17, 2026). All of it is levied by Nassau County.
The largest line items are Nassau County Educational Facilities Impact Fee (MF) ($5,430.60), Nassau County Mobility Fee Zone 3 (West) — MF (Mid Rise) ($4,220.67) and Nassau County Mobility Fee Zone 1 (East) — MF (Mid Rise) ($3,929.61).

- Water Capacity Connection Fee (FGUA — Nassau Amelia Utility System, MF)Requires confirmationFlorida Governmental Utility Authority (FGUA)$0 placeholder — UNCONFIRMED (dollar rate not published in readable form). AUDIT 7/13/2026 — the MF BASIS QUESTION IS NOW CLOSED: FGUA's FY2026 adopted rate schedule for the Nassau Amelia Utility System (Rate Resolution 2025-08), Section 8(a), defines 1 ERC = 350 gpd water, and its ERC table reads 'Single-family, duplex or MULTI-FAMILY, per unit = 1.00 ERC'. So the MF water capacity fee equals the single-family fee PER DWELLING UNIT — the prior note's guess that 'the MF rate likely differs from SFR' was wrong. STILL OPEN: the dollar rate itself. §8(b) delegates it to Exhibit 'C', published only as an image-only PDF with no text layer (fgua.com/docs/developer/fees/Nassau Capacity Fees.pdf); fgua.com blocks the Google Docs viewer. Contact devservices@fgua.com / 407-629-6900.
- Sewer (Wastewater) Capacity Connection Fee (FGUA — Nassau Amelia Utility System, MF)Requires confirmationFlorida Governmental Utility Authority (FGUA)$0 placeholder — UNCONFIRMED (dollar rate not published in readable form). AUDIT 7/13/2026: MF basis CLOSED — FGUA's FY2026 Nassau Amelia rate schedule (Rate Resolution 2025-08) §8(a) sets 1 ERC = 200 gpd wastewater, the ERC table gives 'Single-family, duplex or multi-family, per unit = 1.00 ERC', and §8(a)(e)(iii) confirms wastewater ERCs equal water ERCs where FGUA serves both. So the MF wastewater capacity fee = the SFR fee per dwelling unit. STILL OPEN: the rate lives in Exhibit 'I', an image-only PDF with no text layer that fgua.com will not serve to the Google Docs viewer. Also: Wastewater Lateral Inspection $125; Wastewater Tap Fee = contract-operator cost + 5% + $125. Contact devservices@fgua.com / 407-629-6900.

The county's CURRENT FY2025/26 Impact and Mobility Fee Schedule (eff. 4/1/2026) still lists the Educational Impact Fee at $5,430.60 and shows it as a FLAT per-unit fee with the SAME amount for 'Residential Single-family houses' and 'Residential Multi-family' — so MF = SFR here by design, not a copy error. The 2025 comprehensive impact fee update (Ords. 2025-063/2025-070) did not change the school fee. Set by the Nassau County School Board.

How impact fees work in Florida
Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.
Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.
Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.
