- Water Connection Fee (City of Archer)Contact jurisdiction/utility to verifyRequires confirmationCity of Archer⚠️ UNCONFIRMED — capacity fee appears not to exist, but a commercial charge is unpublished. AUDIT 2026-07-12: Archer operates a municipal water utility. Its Administrative Fee Schedule (Revised 4-2019, still the latest published) lists only PHYSICAL charges — New Meter Installed $750.00 (includes 20 ft; $3.50/ft beyond 20 ft), Meter Box $50, Meter Box Lid $25, Meter Replacement $350 — and NO capacity, impact or system-development fee. Municode Ch. 32 Art. II likewise contains no capacity-fee section. So the $0 capacity fee is probably correct. BUT Code Sec. 32-29 requires a SEPARATE COMMERCIAL meter deposit and installation charge set by resolution and 'on file in the city manager's office' — that commercial amount is published nowhere, so the flag stays. Confirm the commercial meter installation charge and whether any capacity fee exists: Archer City Hall, 352-495-2880 (Deputy City Clerk Deanna Alltop). Applies to all nonres categories.
- Sewer Connection Fee (City of Archer)$0.00City of ArcherCONFIRMED $0 — no municipal sewer system currently exists. AUDIT 2026-07-12: Archer is entirely on private septic. Code Ch. 32 Art. III authorizes sewer rates to be set by resolution (Ord. 13-2012) but there is NO sewer connection/capacity fee section and no sewer rates have been published or adopted. The city's Administrative Fee Schedule lists no sewer charges. ⚠️ RECHECK EACH CYCLE: a wastewater project is in progress (collection system to be piped to Newberry's new AWWTP); Archer will likely adopt sewer connection/capacity fees once it comes online. Contact: Archer City Hall, 352-495-2880 (Deputy Clerk Deanna Alltop).

How impact fees work in Florida
Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.
Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.
Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.
Frequently asked questions

Archer does not currently levy impact fees on commercial development.
Does Archer charge its own impact fees?

Can Florida impact fees increase at any time?
No. Section 163.31801, Florida Statutes limits increases to 50% at most, phased in over two to four years, unless the local government makes extraordinary-circumstances findings and approves the increase by at least a two-thirds vote.
