- Water Connection Fee (City of Waldo)Contact jurisdiction/utility to verifyRequires confirmationCity of Waldo⚠️ UNCONFIRMED — the fee EXISTS but its amount is published nowhere. AUDIT 2026-07-12: Waldo operates a municipal water utility and DOES charge a water capacity fee. Code Sec. 7-3 'Water Capacity Charges' requires each applicant to pay a capacity charge prior to service, computed on ERUs; for NONRESIDENTIAL users 1 ERU = 300 gallons/day (flows per F.A.C. ch. 64E). Sec. 7-9 adds a 25% surcharge outside city limits. The FY2025-26 adopted budget confirms the revenue accounts are live: 343320 Water Tap Fees, 343330 Water Line Charges. HOWEVER Sec. 7-3 sets the dollar amount 'by resolution of the City Council' and Waldo publishes no agendas, minutes or resolutions online (the site directs requests to the City Manager) — so the per-ERU amount is genuinely unobtainable online. PHONE CALL REQUIRED: Kim Worley, City Manager / Public Records Custodian, kim@waldo-fl.com, 352-468-1001 — ask for the current water/sewer capacity fee resolution. (Also Bernard Carter, Public Works Director, 352-258-3110.) Applies to all nonres categories.

How impact fees work in Florida
Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.
Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.
Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.
Frequently asked questions
How much are commercial impact fees in Waldo?
Waldo does not currently levy impact fees on commercial development.
Does Waldo charge its own impact fees?
Yes. Waldo levies its own municipal impact fees, and county-levied fees also apply inside city limits. The schedule on this page shows every fee that applies to development in Waldo, with the combined total.
Can Florida impact fees increase at any time?
No. Section 163.31801, Florida Statutes limits increases to 50% at most, phased in over two to four years, unless the local government makes extraordinary-circumstances findings and approves the increase by at least a two-thirds vote.
Fee amounts on this page are compiled from official published schedules and are provided for planning purposes only.
