Canonical MF unit (2BR/2BA), PCB's own weighted values (§23-24), no hose bibs / laundry tray: kitchen sink ½" 2 + dishwasher ½" 2 + in-unit washing machine ½" 5 + 2 baths × (water closet tank 3 + lavatory ½" 2 + bathtub 8 = 13) = 26 → 35 FU. 35 ÷ 60 × $727 = $424.08. CONFIRMED from Code §27-9(a)(1), Ord. 1451 (3-22-2018): Recreation = $867.00 per Dwelling Unit, applied to each MF unit. NOTE: a resort condominium / hotel / motel operated as a Public Lodging Establishment (§27-6(n),(o)) pays $634.00 per lodging unit instead — a materially lower rate that matters for short-term-rental MF product on the Beach.
- Fire/Rescue Services Impact Fee (City of Panama City Beach, MF)$249.00City of Panama City BeachCORRECTED 7/11/2026 (was $867 — the Recreation rate). CONFIRMED from Code §27-9(a)(1), Ord. 1451 (3-22-2018): Fire/Rescue = $249.00 per Dwelling Unit. §27-6(a) defines 'Residential Structure' to include each dwelling unit of a condominium, duplex, apartment or multiple dwelling structure — so the per-DU rate applies to each MF unit and MF legitimately equals SFR. The $1.14/sq ft figure is the NON-RESIDENTIAL rate and does not apply to apartments.
- Police Services Impact Fee (City of Panama City Beach, MF)$144.00City of Panama City BeachCORRECTED 7/11/2026 (was $0, pending a wrong assumption that the $1.14/sq ft non-residential rate applied). CONFIRMED from Code §27-9(a)(1), Ord. 1451 (3-22-2018): Police Services = $144.00 per Dwelling Unit, applied to each MF unit per the §27-6(a) 'Residential Structure' definition. $0.88/sq ft is the non-residential rate only.

How impact fees work in Florida
Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.
Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.
Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.
