- Water Impact Fee (Bay County pass-through, City of Parker)$952.20Bay County UtilitiesBay County charges its own water impact fee on any new service inside the City of Parker, in addition to Parker's $500 city water impact fee. The amount shown is the county's retail rate of $952.20 per equivalent residential connection with a one-ERC minimum, from the county's 2026 Fees and Fines Schedule effective January 1, 2026. The county bills from the plumbing fixture schematic, so a house with more fixtures than the one-ERC minimum pays proportionally more. Bay County's library, parks and MSTU-Fire impact fees do not reach inside Parker — only this utility charge does.
- Water Impact Fee (City of Parker)$500.00City of ParkerCity of Parker water impact fee, $500 per new service, published on the city's Water Department page. A separate 5/8-inch water tap of $895 is charged on top of this. Note that Bay County also charges its own fixture-based water impact fee on any new service in Parker, so a connection here carries two water impact fees — the county charge is entered separately.
- Sewer Impact Fee (City of Parker) — 1.0 ERC × $1,400/ERC$1,400.00City of Parker sewer impact fee, $1,400.00 per equivalent residential connection (Code §82-372); a standard house counts as one ERC and larger services scale by pipe size. Service outside the city limits carries a 25% surcharge. The city also charges a separate $500 sewer connection fee.
- Sewer Connection Fee (City of Parker)$500.00City of ParkerCity of Parker sewer connection fee, $500.00 per connection (or the city's actual cost of making the connection, whichever is greater) under Code §82-350. Service outside the city limits carries a 25% surcharge. A separate sewer impact fee of $1,400.00 per equivalent residential connection is charged in addition to this.

- Water Impact Fee (Bay County pass-through, City of Parker, MF)$952.20Bay County UtilitiesBay County charges its own water impact fee on any new service inside the City of Parker, in addition to Parker's $500 city water impact fee. The amount shown is the county's retail rate of $952.20 per equivalent residential connection with a one-ERC minimum, 2026 schedule effective January 1, 2026. The county bills from the plumbing fixture schematic, and a master-metered building is billed on total building flow, so a multifamily project's total will not simply be this figure times the unit count. Bay County's library, parks and MSTU-Fire impact fees do not reach inside Parker.
- Water Impact Fee (City of Parker, MF)$500.00City of ParkerCity of Parker water impact fee, $500 per new service (city Water Department page). A master-metered apartment building scales from its service, so a project's total may exceed this per-unit figure. A separate $895 5/8-inch tap applies. How impact fees work in Florida
Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.
Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.
Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.
