- Water Impact Fee (Gulf Breeze Regional Water System)$846.00Gulf Breeze Regional Water SystemCONFIRMED 7/14/2026. GBRWS Impact Fee Ordinance, Code Sec. 19-336(b) (Ord. 04-2021). The water impact fee is set BY METER SIZE, not per dwelling unit: ¾" = $846 (the standard single-family connection, 1 ERU); 1" = $891; 1½" = $1,247; 2" = $1,647; 3" = $2,449; 4" = $3,295; 6" = $4,898. Independently confirmed against the City's posted Comprehensive Schedule of Fees & Charges (Res. 51-2021), which prints the identical table under 'Gulf Breeze Regional Water System Impact Fees, Ordinance No. 04-2021'. Meter installation is billed separately, at cost (meters 2" and larger are supplied and installed by the owner to City specifications). URL corrected from the Sec. 19-327 (Definitions) anchor, which did not display the fee, to the Division 4 anchor.
- Wastewater Impact Fee (Gulf Breeze Regional Water System)$5,823.00Gulf Breeze Regional Water SystemCONFIRMED 7/14/2026 (amount is now derivable directly from the ordinance). GBRWS Impact Fee Ordinance, Code Sec. 19-337(b) (Ord. 04-2021 as amended by Ord. 03-2023, 6-20-23): the wastewater impact fee 'shall be increased over the course of four years in annual increments of $503.00 per year beginning on September 18, 2023, until the fee reaches $6,326.00 per equivalent residential unit (ERU).' Base = $6,326 - (4 x $503) = $4,314/ERU, which matches the base printed on the City's Comprehensive Fee Schedule (Res. 51-2021). Three increments have occurred (9/18/2023, 9/18/2024, 9/18/2025), so the fee in force today = $4,314 + 3 x $503 = $5,823/ERU. ERU for a single-family home = 1.0 (Sec. 19-327). FINAL STEP 9/18/2026 -> $6,326 — update after that date. OPEN: the Res. 51-2021 schedule also prints a second base of $4,814/ERU 'where reclaimed irrigation can be, but IS NOT, installed' (a +$500 surcharge tier); Ord. 03-2023 names only the single $6,326 cap, so whether that surcharge tier survives is unresolved — confirm with GBRWS (850) 934-5100. GBRWS serves the city plus the SSRU area of south Santa Rosa County outside the city limits.
- Park Impact Fee (City of Gulf Breeze)$1,800.00City of Gulf BreezeCONFIRMED 7/14/2026. City of Gulf Breeze Comprehensive Schedule of Fees & Charges (Res. No. 51-2021), Planning & Zoning section, 'Building or Use Application' block: Park Impact Fee = $1,800.00. Re-fetched the posted PDF this run; it is live and current. No municipal police, fire, transportation, or library impact fee appears anywhere in the schedule (alarm registration and false-alarm fines are not impact fees). The schedule prints the fee with no per-unit or per-dwelling-unit qualifier — see the MF record for the multifamily-basis caveat.
- County Impact Fees (Gulf Breeze — N/A in city)$0.00Santa Rosa CountyCONFIRMED $0 (re-verified 7/14/2026). The Santa Rosa County Transportation Impact Fee is collected in UNINCORPORATED areas only ('Fees will be the same and collected throughout the unincorporated areas of the county'). - Water Impact Fee (Gulf Breeze Regional Water System, MF)$846.00Requires confirmationGulf Breeze Regional Water SystemUNCONFIRMED for MF — amount is a modeled canonical, not a published per-unit rate. Code Sec. 19-336(b) (Ord. 04-2021) sets the GBRWS water impact fee STRICTLY BY METER SIZE, with NO per-dwelling-unit rate anywhere in the ordinance or the Res. 51-2021 fee schedule: ¾"=$846 (1 ERU), 1"=$891, 1½"=$1,247, 2"=$1,647, 3"=$2,449, 4"=$3,295, 6"=$4,898. $846 is entered here as the ¾"/1-ERU canonical figure so the record is comparable, BUT a real MF project on a master meter pays the single fee for THAT meter size for the WHOLE building (e.g. a 6" master meter = $4,898 total, not per unit) — do NOT read $846 as a per-unit charge. Contrast the wastewater fee, which IS per ERU/per unit. VERIFY the MF sizing convention: GBRWS (850) 934-5100.
- Wastewater Impact Fee (Gulf Breeze Regional Water System, MF)$5,823.00Gulf Breeze Regional Water SystemCONFIRMED 7/14/2026 (Unconfirmed flag cleared). Code Sec. 19-337(b) (Ord. 04-2021 as amended by Ord. 03-2023): the wastewater impact fee rises in annual $503 increments from 9/18/2023 until it reaches $6,326.00/ERU. Base = $6,326 - (4 x $503) = $4,314/ERU (matches Res. 51-2021). Three increments have occurred, so the fee in force today = $4,314 + 3 x $503 = $5,823/ERU. MF PER-UNIT BASIS CONFIRMED: Sec. 19-327 sets ERU = 1.0 for a single-family home, and Code Sec. 19-271 defines 'Residential' as 'a building containing one or more living units, EACH of which shall constitute a single-family dwelling unit' — so each MF unit is 1.0 ERU and the fee is $5,823 PER UNIT. MF = SFR here by design, not by copy error. FINAL STEP 9/18/2026 -> $6,326/unit — update after that date. Open: the Res. 51-2021 schedule's second base of $4,814/ERU (where reclaimed irrigation can be but is not installed) may add a +$500 surcharge — confirm with GBRWS (850) 934-5100.
- Park Impact Fee (City of Gulf Breeze, MF)$1,800.00Requires confirmationCity of Gulf BreezeUNCONFIRMED for MF. City of Gulf Breeze Comprehensive Schedule of Fees & Charges (Res. No. 51-2021), Planning & Zoning / 'Building or Use Application' block: Park Impact Fee = $1,800.00 — re-fetched and confirmed live 7/14/2026. The schedule prints the fee with NO unit qualifier (not 'per dwelling unit', not 'per application'), so whether a multifamily project pays $1,800 once or $1,800 per unit is not established by any published document. $1,800 entered per unit pending confirmation. No municipal police/fire/transportation impact fee exists. VERIFY: City of Gulf Breeze Planning & Zoning.
- County Impact Fees (Gulf Breeze — N/A in city, MF)$0.00Santa Rosa CountyCONFIRMED $0 (re-verified 7/14/2026). The Santa Rosa County Transportation Impact Fee is collected in UNINCORPORATED areas only, so no county overlay applies to multifamily development inside the City of Gulf Breeze. How impact fees work in Florida
Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.
Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.
Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.
