  • Water Connection Fee
FPUA / St. Lucie County (provider TBD)
Internal research note: the Town of St. Lucie Village operates no water system — it does not appear in EPA SDWIS as a community water system in St. Lucie County (the county's community systems are Port St Lucie Utilities, St. Lucie West Services District, Fort Pierce Utilities Authority and private/mobile-home systems). Fort Pierce Utilities Authority is the regional provider; the Village's 2025 CDBG-DR application for its Potable Water Distribution Project (12-inch main on US 1, 8-inch main on Old Dixie Highway) names FPUA as the party that will own and operate the new mains after construction. Affirmative negative evidence: the Village's adopted fee schedule, Resolution 2026-5 (effective March 17, 2026), enumerates all town permit and inspection fees and contains no water connection fee. The Village levies nothing; any connection charge is FPUA's. 8/5/2026.

Sewer$0.00
  • Sewer Connection Fee
    FPUA / septic (TBD)
Internal research note: the Town of St. Lucie Village operates no utility of any kind. It appears nowhere in EPA SDWIS as a community water system and nowhere in FDEP WAFR as a wastewater facility operator in St. Lucie County. Fort Pierce Utilities Authority is the regional provider — FPUA's wastewater department serves the City of Fort Pierce and sections of unincorporated St. Lucie County, FPUA has approved a wastewater agreement with the Village, and the Village's 2025 CDBG-DR application for its $11.0M Potable Water Distribution Project names FPUA as the partner responsible for 'utility integration, cost share, and long-term ownership and operation'. Affirmative negative evidence: the Village's own adopted fee schedule, Resolution 2026-5 (effective March 17, 2026), enumerates every permit and inspection fee the town charges — electrical, HVAC, plumbing, roof, driveway, manufactured homes, garage door, docks, seawall, demolition, fence, pool enclosure, swimming pool, storage shed, building permit by valuation, re-inspection, utility installation/road cuts, sub permits, right of way — and contains no sewer connection fee and no water connection fee. The Village levies nothing; any connection charge is FPUA's. 8/5/2026.

  • County School/Educational Impact Fee (MF)
    St. Lucie County School Board
Internal research note: APPLICABILITY — St. Lucie County Code ch. 24 art. II (Educational Facilities Impact Fee, originally Ord. 88-16) states the article 'shall apply to all areas of the county' consistent with St. Johns County v. Northeast Florida Builders Ass'n, and directs that funds collected 'by the county and municipalities located therein' be remitted to the school board, with interlocal agreements for collection. Confirmed for this town specifically: the Town of St. Lucie Village's own ordinance/resolution index lists 2001-1 (Memorandum of Understanding concerning the collection of education impact fees) and 2001-2 (Amended and Restated Interlocal Agreement concerning educational impact fees). So the fee is owed in St. Lucie Village. AMOUNT: the county's published rate sheet 'ST LUCIE COUNTY IMPACT FEES, EFFECTIVE 1/1/2026 through 9/30/2026', Other Impact Fees table, School column: Single Family $6,786.00/DU, Condominium $6,786.00/DU, Multifamily (1-2 stories) $3,470.00/DU, Multifamily (3+ stories) $3,470.00/DU, Mobile Home/RV $1,958.00/DU. Canonical MF unit is a 4-story building, so Multifamily (3+ stories) = $3,470.00. The codified schedule in ch. 24 (single-family $4,956, multifamily $2,536) is the 2005 base that is CPI-indexed each April effective the first Monday in October; the published rate sheet is the operative figure. Checked the successor sheet 'EFFECTIVE 10/1/2026 through 09/30/2027' (prepared 7/29/2026): the School column is unchanged at $3,470.00 for multifamily, so there is no step-up to report. SB 180 check: the school impact fee amount is identical on the 1/1/2025, 10/1/2025, 1/1/2026 and 10/1/2026 rate sheets — no adoption or increase after 8/1/2024 — so SB 180 does not affect this row. (For the record, the county's road/multi-modal fees DO rise on 10/1/2026 under 2025 impact fee studies adopted 12/2/2025, which is inside the SB 180 window; that affects other rows, not this one.) 8/5/2026.

How impact fees work in Florida

Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.

Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.

Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.
