    Levy County
RE-CONFIRMED 7/12/2026 against the full text of Levy County Ordinance 2025-13 (adopted Dec 2, 2025), which adds Sec. 6 'County Water Utilities' to Appendix B of the County Code. Applies ONLY to the two county-owned systems: Manatee Utilities and University Oaks Utilities. Rates effective with the billing cycle commencing end of Dec 2025; a second step takes effect end of Sept 2026 but changes only the monthly base/usage rates — the $50 connection and $600 meter fees are unchanged in both columns. UNINCORPORATED ONLY: §47-67(a) and §47-69(a) impose the road impact fee only 'within all unincorporated areas of the county' — no municipal-participation interlocal exists, so the 8 cities pay $0 (see their $0 County road records). Four road construction districts exist for expenditure only; ONE rate schedule countywide-unincorporated. Basis: GFA (§47-2). APPLIES COUNTYWIDE, incl. inside every municipality: §47-47(a) and §47-49(a) impose the fee on all EMS impact construction 'within all unincorporated and incorporated areas of the county' because EMS is exclusively county-provided. V, Sec. 47-79(b) (Ord. 2016-01 Art. 13, 2-16-2016) publishes a full fire-protection rate table in which EVERY row is $0: Single family $0, Multi-family $0, Mobile home $0, Retail/Commercial per 1,000 ft2 $0, Office per 1,000 ft2 $0, Industrial/Manufacturing per 1,000 ft2 $0, Warehouse per 1,000 ft2 $0, Institutional per 1,000 ft2 $0. §47-79(a) applies the fee in the unincorporated area AND the Town of Yankeetown. ⚠️ LATENT FEE: the Duncan Associates 'Impact Fee Study for Roads and Fire Rescue Facilities' (May 2014, adopted §47-78) supports nonzero fire rates — the county adopted the schedule at zero percent. How impact fees work in Florida

Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.

Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.

Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.

Frequently asked questions

Inside city limits, fees are set by each city's own schedule and may be completely different. See the city pages for their rates.

How much are multifamily impact fees in Levy County?

This figure includes amounts that have not been confirmed with the jurisdiction; verify before budgeting.

Do cities in Levy County charge their own impact fees?

Yes. Every incorporated city applies its own fee schedule. 3 of 8 cities in Levy County levy municipal impact or utility fees; each city page shows the full schedule that applies inside its limits.

Can Florida impact fees increase at any time?

No. Section 163.31801, Florida Statutes limits increases to 50% at most, phased in over two to four years, unless the local government makes extraordinary-circumstances findings and approves the increase by at least a two-thirds vote.

Fee amounts on this page are compiled from official published schedules and are provided for planning purposes only. Rates change, and project specifics (unit size, meter size, location within special districts) can alter what applies. Always verify current fees with the jurisdiction and utility before relying on them.
