  • Fire Combat & Rescue Service Impact Fee (Pasco County)
    Pasco County Fire Rescue
CONFIRMED from codified LDC Sec. 1302.6.C.3 (Ord. 25-28, eff. 5/20/2025). For complete Building Permit applications submitted AFTER July 1, 2025: Fire Combat = $416.00/dwelling unit (Land $36 + Facilities/Equipment $380) and Rescue Service = $258.00/dwelling unit (Land $29 + Facilities/Equipment $229) -> TOTAL $674.00 per dwelling unit. Same per-unit rate for SF and MF (no housing-type distinction). Prior schedule (permits on/before 7/1/2025) was $248.45 combat + $171.94 rescue = $420.39. APPLICABILITY (Sec. 1302.6.C.1): imposed in unincorporated Pasco AND the municipalities of Dade City, St. Leo and San Antonio; in Zephyrhills only upon an interlocal agreement; in Port Richey and New Port Richey only the RESCUE portion, and only upon an interlocal agreement.
    $674.00
  • Hurricane Preparedness Mitigation Fee (Pasco County)
Pasco County Office of Emergency Management
NEW RECORD 7/14/2026 — this county fee category was entirely absent from the database. Codified LDC Sec. 1302.7 (program eff. 9/21/2004). Shelter Fee $238.05 + Evacuation Fee $2.73 = $240.78 per Equivalent Residential Unit (ERU). Same rate for SF and MF. GEOGRAPHIC LIMIT (Sec. 1302.7.B.1): imposed only on ERUs located within the Hurricane Vulnerability Zone (HVZ) plus all proposed mobile homes — so a project outside the HVZ (most inland unincorporated growth: Wesley Chapel, Land O'Lakes) pays $0. The suspension in Sec. 1302.7.C.1 covered only permits from 3/1/2011 through 12/31/2013 and has EXPIRED. Applicants may propose alternative mitigation for a credit. HVZ boundaries are set by BCC resolution — verify the parcel.
    $240.78

  • Mobility Fee (Pasco County - Suburban Assessment District B, Standard) (MF)
    Pasco County
CONFIRMED from the adopted 2026 Mobility Fee Update: Ord. No. 26-19 (adopted 5/19/2026), Attachment A, Fee Schedule Effective 7/1/2026. LDC Sec. 1302.2. WAS $7,391 (the superseded 1/1/2022 base rate) — a 38% understatement. The schedule tiers MF by product type, not stories: Multi-Family Apartments $10,228; Low-Rise Condo/Townhome (1-2 stories) $7,755; High-Rise Condominium (3+ stories) $4,892 (all Suburban Standard). The canonical MF unit (2BR/2BA, 1,000 sf, 4-story building) is an apartment, so Multi-Family Apartments is the default tier. Urban District A apartments = $6,550; Rural = $13,064. Age-Restricted Apartments $2,237; Affordable Multi-Family $0. STEP-UP: Fee Schedule Effective 7/1/2027 raises MF Apartments (Suburban Standard) to $12,085. Separate $277/permit administration fee. Pasco County School District
Ord. 24-37, LDC Sec. 1302.3. Multiple Family rate for complete permit applications on/after Jan 1, 2026 = $5,636.50. 4-yr phase-in: 2025 $5,260.25; 2026 $5,636.50; 2027 $6,012.75; 2028 $6,389. Applies COUNTYWIDE (incorporated + unincorporated). Multiple Family Rate covers apartments, condos, townhomes, duplexes, and ADUs. (Updated from stale 2025 rate.)

  • Parks & Recreation Impact Fee (Pasco County) (MF)
    Pasco County
RE-CONFIRMED 7/14/2026 against codified LDC Sec. 1302.4.C.2 (Ord. 23-23). Permits after 12/31/2023: Park Land $705.41 + Facilities $2,744.74 = $3,450.15 per dwelling unit. ONE FLAT RATE for single-family, multifamily and mobile homes — so MF = SFR here by design (the old pre-2024 schedule did split SF $891.82 / MF $627.00, but that split was abolished). Three benefit districts govern spending only; the rate is uniform.
    $3,450.15
  • Fire Combat & Rescue Service Impact Fee (Pasco County) (MF)
    Pasco County Fire Rescue
CONFIRMED from codified LDC Sec. 1302.6.C.3 (Ord. 25-28, eff. 5/20/2025). Permits submitted AFTER July 1, 2025: Fire Combat $416.00/dwelling unit + Rescue Service $258.00/dwelling unit = $674.00 per dwelling unit. The schedule states a single Residential Uses rate PER DWELLING UNIT with no SF/MF distinction, so MF = SFR here by design, not by copy error. APPLICABILITY (Sec. 1302.6.C.1): unincorporated Pasco + Dade City, St. Leo, San Antonio; Zephyrhills only upon interlocal; Port Richey and New Port Richey only the RESCUE portion and only upon interlocal.
    $674.00
  • Hurricane Preparedness Mitigation Fee (Pasco County) (MF)

Shelter Fee $238.05 + Evacuation Fee $2.73 = $240.78 per Equivalent Residential Unit (ERU). The schedule is stated per ERU with no SF/MF split, so MF = SFR here by design. GEOGRAPHIC LIMIT (Sec. 1302.7.B.1): imposed only on ERUs inside the Hurricane Vulnerability Zone (HVZ) plus all proposed mobile homes; a project outside the HVZ pays $0. Suspension expired 12/31/2013. HVZ boundaries set by BCC resolution — verify the parcel.

  • Library Impact Fee (Pasco County) (MF)
    Pasco County
NEW RECORD 7/14/2026 — this county fee category was entirely absent from the database. Codified LDC Sec. 1302.5.C.3. The schedule has TWO rows: 'Single-Family Detached House' ($144.58/DU) and 'All Other Residential Construction, Including Multifamily/Mobile Homes' = Library Land $10.06 + Library Facilities $86.52 = $96.58 per dwelling unit. So MF is a genuinely LOWER rate than SFR — do not copy the SF figure here. Facilities-portion suspension ran only 3/1/2011–12/31/2013 and has EXPIRED. Collected inside a city only upon a BCC-approved interlocal (Sec. 1302.5.C.2).

How impact fees work in Florida

Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.

Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.

Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.

No. Section 163.31801, Florida Statutes limits increases to 50% at most, phased in over two to four years, unless the local government makes extraordinary-circumstances findings and approves the increase by at least a two-thirds vote.

Fee amounts on this page are compiled from official published schedules and are provided for planning purposes only. Rates change, and project specifics (unit size, meter size, location within special districts) can alter what applies. Always verify current fees with the jurisdiction and utility before relying on them.
