Sanitary sewer impact fee = $1,348.80 per ERU. NOT METER-SIZE BASED — the meter/ERU table in Ch. 78 Art. III governs MONTHLY BILLING ONLY. Per the guide's no-meter-table rule, the stored amount is the published 1-ERU FLOOR (the code sets the fee at the greater of 1 ERU or the calculated amount); a project's actual fee scales with its ERU count. Published nonres ERU factors: shopping centers w/o food or laundry 0.0004 ERU/sq ft (schedule prints $0.56/sq ft); office building 0.0625 ERU per worker ($84.30/worker); dentist/doctor office 1.0417 ERU per practitioner ($1,405.00); restaurant 0.1667 ERU/seat ($224.80), 24-hour restaurant 0.2500 ERU/seat ($337.20), bar/cocktail lounge 0.0833 ERU/seat ($112.40). NO industrial or warehouse row is published. For uses not listed, the code directs the GREATER of (a) FIXTURE UNIT basis — total drainage-fixture-unit load factor × 15 = GPD; GPD ÷ 240 = ERUs; ERUs × $1,348.80; or (b) FLOW basis — average daily sewer flow ÷ 240 GPD/ERU, rounded to nearest tenth, × $1,348.80. Applies to all nonresidential categories — one record per provider per jurisdiction (2026-07-11 reconciliation: collapsed three per-category rows that duplicated this single ERU-based fee). Separate: sewer connection inspection (tap) fee $25; sewer tap inspection permit fee $70. Contact: City of Cape Canaveral, (321) 868-1222.

    City of Cocoa (Cocoa Utilities)
Cocoa Utilities Schedule B — Miscellaneous Rates, Fees & Charges, updated October 2025. Commercial (non-SFR) water impact fee by meter size; 2.50 ERC × $1,750/ERC. Applies to all nonresidential categories (Commercial, Office, Industrial) — entered once under Commercial as the carrier category. GOVERNING RULE (Schedule B, verbatim): "Impact fees will be based on either the calculated ERC's per the Utilities Handbook or the base impact fee listed above, whichever is higher" — the meter table is a FLOOR, not a cap. The reclaimed-water discount applies to SFR only; commercial gets no discount. No inside/outside-city differential. Cocoa Utilities is the potable water provider for Cocoa, Cocoa Beach, Cape Canaveral, Rockledge, much of unincorporated central Brevard, and wholesale to Titusville. Separate charges may apply: plan review & construction inspection $750; reclaimed connection charge (5/8-3/4" $301, 1" $425, 1.5" $700, 2" $1,000).

Cape Canaveral Municode Appendix B, Ch. 78 Utilities, Art. II [Code § 78-121 et seq.]; Res. No. 2025-09, § 2, adopted 8-19-2025 (also Res. No. 2025-01, 2-18-2025). Sanitary sewer impact fee = $1,348.80 per ERU. NOT METER-SIZE BASED — the meter/ERU table in Ch. 78 Art. III governs MONTHLY BILLING ONLY. Per the guide's no-meter-table rule, the stored amount is the published 1-ERU FLOOR (the code sets the fee at the greater of 1 ERU or the calculated amount); a project's actual fee scales with its ERU count. Published nonres ERU factors: shopping centers w/o food or laundry 0.0004 ERU/sq ft (schedule prints $0.56/sq ft); office building 0.0625 ERU per worker ($84.30/worker); dentist/doctor office 1.0417 ERU per practitioner ($1,405.00); restaurant 0.1667 ERU/seat ($224.80), 24-hour restaurant 0.2500 ERU/seat ($337.20), bar/cocktail lounge 0.0833 ERU/seat ($112.40). NO industrial or warehouse row is published. For uses not listed, the code directs the GREATER of (a) FIXTURE UNIT basis — total drainage-fixture-unit load factor × 15 = GPD; GPD ÷ 240 = ERUs; ERUs × $1,348.80; or (b) FLOW basis — average daily sewer flow ÷ 240 GPD/ERU, rounded to nearest tenth, × $1,348.80. Applies to all nonresidential categories — one record per provider per jurisdiction (2026-07-11 reconciliation: collapsed three per-category rows that duplicated this single ERU-based fee). Separate: sewer connection inspection (tap) fee $25; sewer tap inspection permit fee $70. Contact: City of Cape Canaveral, (321) 868-1222.

How impact fees work in Florida

Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.

Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.

Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.

Frequently asked questions

What are the total impact fees for a single-family home in Cape Canaveral, Florida?

A new single-family home in Cape Canaveral pays $13,358.91 per unit in combined impact fees (rates sourced July 14, 2026).

How much are commercial impact fees in Cape Canaveral?

Commercial development in Cape Canaveral pays $7.32 per square foot in impact fees, plus $5,723.80 in one-time water and sewer connection fees (assuming a 1-inch meter), at least $371,602.30 for a 50,000 sq ft building. One additional fee has no published standard amount and is not included, so the full cost may be higher; verify before budgeting.

Does Cape Canaveral charge its own impact fees?

Yes. Cape Canaveral levies its own municipal impact or utility fees, and county-levied fees also apply inside city limits. The schedule on this page shows every fee that applies to development in Cape Canaveral, with the combined total.

Can Florida impact fees increase at any time?

No. Section 163.31801, Florida Statutes limits increases to 50% at most, phased in over two to four years, unless the local government makes extraordinary-circumstances findings and approves the increase by at least a two-thirds vote.

Fee amounts on this page are compiled from official published schedules and are provided for planning purposes only. Rates change, and project specifics (unit size, meter size, location within special districts) can alter what applies. Always verify current fees with the jurisdiction and utility before relying on them.
