Two independent retrievals through the CivicClerk OData API: the adopted 10/13/25 minutes recording 'ADOPTED ORDINANCE 25-66' with roll call, and the 10/13/25 agenda packet carrying the full strike-through amendments to Secs. 22-324/22-325/22-332. WHY THIS WAS MISSED FIRST TIME: Municode still shows the OLD figures because Leesburg is codified only through Ord. 24-62 (10/14/2024) — a codification lag of over a year. The ordinance also REMOVES automatic indexing, retiring Sec. 22-327, so the previous note that its ENR index was 'hedged and dormant' is now moot. Groveland remains the higher of the two and still governs this row under the highest-of-N convention ($10,362 against $4,567), so THE PUBLISHED AMOUNT IS UNCHANGED. --- ORIGINAL RECORD --- NEW ROW created 2026-08-05 correcting a ~13x understatement. Mascotte's own wastewater impact fee is $850/ERU (Sec. 19-21(b), current at Supp. 21, codified through Ord. 2025-11-663 of 12/16/2025). Sec. 19-21(c) additionally and mandatorily requires the applicant to pay the WHOLESALE provider's impact fee, which Mascotte collects and remits under an interlocal, capped at what the provider charges its own customers. Sec. 19-8 names the provider as EITHER Groveland OR Leesburg, parcel-dependent, so this is a highest-of-N case and the row STAYS FLAGGED. All-in canonical SFR sewer is about $11,212, not $850.
