- Water Connection/Capacity Fee (City of Mascotte, SFR)$2,710.00City of Mascotte8/4/2026: VERIFIED — Mascotte residential water impact fee = $2,710.00 per ERU (Code Sec. 19-41, Ord. 2024-09-653, 10/15/24); non-residential scales by meter size. (352) 429-3341.
- Wholesale Wastewater Impact Fee (City of Groveland, collected by Mascotte)$10,362.00Requires confirmationCity of Groveland (collected by City of Mascotte)CORRECTED 2026-08-05 (same day, hours after creation): the Leesburg alternative figure was updated from $1,940 to $4,567 per ERU. A later research pass found that Leesburg's proposed increase HAS BEEN ADOPTED and is no longer proposed — Ordinance 25-66, adopted 4-0 on second reading 10/13/2025, effective 12:01 a.m. 11 January 2026, raising water $820 -> $2,039/ERU and wastewater $1,940 -> $4,567/ERU, via the Florida Impact Fee Act extraordinary-circumstances path after workshops on 8/11 and 8/25/2025 on the Raftelis study of 9/4/2025. Two independent retrievals through the CivicClerk OData API: the adopted 10/13/25 minutes recording 'ADOPTED ORDINANCE 25-66' with roll call, and the 10/13/25 agenda packet carrying the full strike-through amendments to Secs. 22-324/22-325/22-332. WHY THIS WAS MISSED FIRST TIME: Municode still shows the OLD figures because Leesburg is codified only through Ord. 24-62 (10/14/2024) — a codification lag of over a year. The ordinance also REMOVES automatic indexing, retiring Sec. 22-327, so the previous note that its ENR index was 'hedged and dormant' is now moot. Groveland remains the higher of the two and still governs this row under the highest-of-N convention ($10,362 against $4,567), so THE PUBLISHED AMOUNT IS UNCHANGED. --- ORIGINAL RECORD --- NEW ROW created 2026-08-05 correcting a ~13x understatement. Mascotte's own wastewater impact fee is $850/ERU (Sec. 19-21(b), current at Supp. 21, codified through Ord. 2025-11-663 of 12/16/2025). Sec. 19-21(c) additionally and mandatorily requires the applicant to pay the WHOLESALE provider's impact fee, which Mascotte collects and remits under an interlocal, capped at what the provider charges its own customers. Sec. 19-8 names the provider as EITHER Groveland OR Leesburg, parcel-dependent, so this is a highest-of-N case and the row STAYS FLAGGED. All-in canonical SFR sewer is about $11,212, not $850. TWO INDEPENDENT PASSES on Groveland: Ord. 2024-04 adopted second reading 7/15/2024, effective for connections on/after 10/1/2024; LDC 125-25 gives SF wastewater $10,090/ERU, MF (1-2 bdrm) $7,568 (0.75 ERU), MF (3+) $10,090, non-res $10,900/ERU. Sec. 5 (LDC 125-29) adjusts charges automatically each October 1 from 10/1/2025 by CPI, July-to-July, self-executing with no separate council action. Arithmetic proves the published schedule is the escalator's mechanical output: CPI-U July 2024 314.540 -> July 2025 323.048 = +2.7049%; 10,090 -> 10,362.9, 7,568 -> 7,772.7, 3,830 -> 3,933.6, matching all three published figures. Next adjustment 10/1/2026. LABEL: the escalator is CPI, not MCI; 'MCI' is REPEALED pre-2024 language still in Appendix A. Groveland's Municode Appendix A $4,478.40 is confirmed STALE — Ord. 2024-04 Sec. 7 expressly repeals the Appendix A connection fees, the same Municode job (Supp. 18, posted 2/5/2026) carries the new $10,090 and the CPI escalator in LDC Ch. 125, and Appendix A's other fees are equally stale (fire $425 vs current $541.30). NO DOUBLE-COUNT: Groveland's own rows (recI3Wtxv0ED8BoH3 wastewater $10,362 etc.) belong to the GROVELAND jurisdiction and are never shown to someone building in Mascotte. DO NOT cite the Groveland schedule for non-residential — its non-res wastewater line ($10,362/ERU) contradicts the ordinance's adopted $10,900/ERU. MF counterpart carries $7,772. docs/verify-r2-O-mascotte.json, docs/verify-r2-Q-groveland-2ndpass.json, docs/verify-r3-mixed.json.

Mascotte: Multifamily Impact Fees
A new multifamily unit in Mascotte pays $27,473.25 per unit in impact fees (rates sourced August 5, 2026). Of that, Lake County-levied fees account for $12,821.00 and municipal or utility fees for $14,652.25.
The largest line items are School Impact Fee - Multifamily 801+ sf ($9,543.00), Roads Impact Fee - Multifamily 801+ sf, 4+ Stories ($2,428.00) and Police Impact Fee (City of Mascotte, MF) ($904.00).

KEEP FLAGGED for MF: ERU-per-MF-unit assignment not published — a master-metered project may be charged by meter size instead. Confirm: (352) 429-3341.
- Wholesale Wastewater Impact Fee (City of Groveland, collected by Mascotte, MF)$7,772.00Requires confirmationCity of Groveland (collected by City of Mascotte)CORRECTED 2026-08-05 (same day, hours after creation): the Leesburg alternative was updated. Leesburg's increase HAS BEEN ADOPTED and is no longer proposed — Ordinance 25-66, adopted 4-0 on second reading 10/13/2025, effective 12:01 a.m. 11 January 2026: water $820 -> $2,039/ERU, wastewater $1,940 -> $4,567/ERU. Municode still shows the old figures because Leesburg is codified only through Ord. 24-62 (10/14/2024); that codification lag is what hid it. The ordinance also removes automatic indexing, retiring Sec. 22-327. Groveland remains higher and still governs this row under highest-of-N, so THE PUBLISHED AMOUNT IS UNCHANGED at $7,772. DELIBERATELY NOT STATING A LEESBURG PER-UNIT MF FIGURE: the adopted packet's own MF table is internally inconsistent — 0.833 x $4,567 = $3,804, and Duplex at that same factor does print $3,804, but the MF 1-2 bedroom line prints $3,046. That is likely an alignment artifact or scrivener's error, but per the standing rule it is recorded rather than resolved, and the public note gives only the per-ERU rate. Confirm against the executed ordinance before publishing a Leesburg MF per-unit number. SFR and all water figures are unambiguous. --- ORIGINAL RECORD --- NEW ROW created 2026-08-05. See SFR counterpart rece2deL4CSWPoXJb for the full two-pass Groveland evidence. Mascotte Sec. 19-21(c) mandatorily adds the wholesale provider's impact fee to its own $850/unit charge; Sec. 19-8 makes the provider parcel-dependent between Groveland and Leesburg, so this is highest-of-N and the row STAYS FLAGGED. CANONICAL MF UNIT: Groveland's schedule bands multifamily by BEDROOM COUNT ONLY, with no height, story, floor-area or meter variable in LDC 125-25 or the published schedule, so the canonical 2-bed/2-bath 1,000 sq ft 4-story unit falls in the 1-2 bedroom band at $7,772. That band is 0.75 ERU: base $7,568 under Ord. 2024-04, escalated by the self-executing October 1 CPI adjustment to 7,568 x 1.027049 = 7,772.7, matching the published figure. This is the provider's OWN published per-unit band, not a factor we derived. How impact fees work in Florida
Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.
Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.
Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.
