- Irrigation Meter Impact Fee (City of Winter Garden, SFR)$2,685.00City of Winter GardenCREATED 8/5/2026 (adversarial verification, owner-approved gap-fill). Winter Garden's April 1 2026 fee brochure publishes an irrigation impact fee of $2,685 per 3/4-inch connection, which the city's own single-family calculation example bills to every dual-metered single-family home. No irrigation row existed anywhere in the base - the same missing-component pattern found at Sopchoppy and Montverde. IMPORTANT CONDITION: Winter Garden's water table has two tiers. $1,343 potable water plus $2,685 irrigation applies to DUAL-METERED service; a SINGLE-METERED home pays $1,880 for water and no irrigation fee. The companion 'Water Impact Fee (City of Winter Garden)' row carries $1,343 on the same dual-metered basis, so the two rows are consistent and do not double count. Amount rests on one verification pass against the city's own brochure.
- Water Impact Fee (City of Winter Garden)$1,343.00City of Winter GardenCONFIRMED with conditions 8/5/2026 (adversarial verification). $1,343 is right but is CONDITIONAL: Winter Garden's rate table has two water tiers and $1,343 applies only to DUAL-METERED service. A single-metered home pays $1,880 instead, 40% more. $1,343 was retained because it matches the city's own single-family calculation example. TWO THINGS THE OWNER SHOULD NOTE: (1) in the dual-metered configuration the city ALSO levies a separate irrigation impact fee of $2,685 per 3/4-inch connection, which its own SFR example bills to every single-family home - no irrigation row exists anywhere in scope, so this is the Sopchoppy missing-component pattern and a gap-fill candidate. (2) Source corrected: the amounts now rest on the city's own April 1 2026 brochure rather than the news-site sourcing (wintergardenvox.com) originally cited, and that brochure dates Ord. 25-36 to 04/01/2026, not the 12/11/2025 commission action recorded in the earlier note.
- Wastewater Impact Fee (City of Winter Garden)$5,843.00City of Winter Garden[8/4/2026] FEE_FOUND. Ord. 25-36 (adopted 12/11/2025) raised the wastewater impact fee ~330% from $1,767 (Ord. 11-02) to $5,843 per connection (standard residential), invoking the extraordinary-circumstances exception to s.163.31801 phase-in limits to fund WWTP expansion/water reclamation (2020 Clean Waterways Act compliance). Confirmed via Winter Garden Vox reporting; city brochure not yet republished. Unflagged.

How impact fees work in Florida
Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.
Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.
Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.
