URL REPOINTED 2026-08-05. The previous Fee URL cited a Business Impact Estimate — a PROPOSED-ordinance document — as the source for a live published amount. Repointed to the adopted code section, Sec. 20-15(d)(1), codified through Ord. 24-2090. Amount $2,099 confirmed in force today and not already superseded. Independent corroboration: the Raftelis study of 3/11/2026, pulled in full from eScribe, names $2,099 water / $4,243 sewer as the EXISTING fees and confirms the successors at $3,196.50 / $5,669.50 (Year 1) and $4,294 / $7,096 (Year 2). • Accrued Guaranteed Revenue Fee (City of Haines City)
    City of Haines City
CREATED FLAGGED 8/5/2026 (owner-approved gap-fill; flagged rather than published, see caveat). Haines City Code Sec. 20-51 imposes an Accrued Guaranteed Revenue Fee on every new water/wastewater connection, per ERU, 'due and payable in full at the time impact fees are also due and payable', with no exemptions. It had NO row in the base. AMOUNT: $1,024.97 per ERU in city = water $339.23 + wastewater $685.74. Out of city +25% = $1,281.21. Sec. 20-51(1) ties AGRF ERUs to the impact-fee ERU count and Sec. 20-15(d)(3)b makes each master-metered dwelling unit one ERU, so an MF unit pays the SAME as a house. DERIVATION: Sec. 20-51(2)/(3) is a formula, not an amount - total ERUs x the per-ERU AGRF 'identified for the month and year such payment is made ... as provided in Appendix A'. Appendix A is NOT codified; it is an appendix to Ordinance No. 21-1718 (adopted 1-21-2021, eff. 5-1-2021), retrieved via Municode's ordinance-download service (ordinanceDownload/10880/1163705/pdf, 76 pages incl. the signed Appendix A). Its footnotes give the inputs: water $2,099 impact fee x 0.25%/month carrying cost x 60-month horizon = $5.65/mo = $339.23; wastewater $4,243 x same = $11.43/mo = $685.74. WHY FLAGGED: Appendix A's FY2026 row prints $0.00 for June-September 2026 - the table stops at month 60 and was never extended, so a hyper-literal reading of a payment made today lands on a $0.00 cell. The capped maximum is almost certainly what the city collects (Raftelis' 2026 study quantifies removing the AGRF as saving '$1,025 per ERU', which is $1,024.97 rounded), but that study is corroboration, not the published figure. Flagged pending confirmation with the city. REPEALED effective 10/1/2026 by Ord. 26-2144, which reserves Sec. 20-51, so this fee affects only connections made before that date.

URL REPOINTED 2026-08-05. Same defect and same fix as the water row rec4gQ8JgSS9N7F6W — the previous URL cited a Business Impact Estimate, a proposed-ordinance document, for a live amount. Adopted source is Sec. 20-15(d)(1), codified through Ord. 24-2090. $4,243 confirmed in force, with the 3/11/2026 Raftelis study independently naming it as the existing fee and confirming the 10/1/2026 successor at $5,669.50 (Year 1) and $7,096 (Year 2). WATCH DATE 10/1/2026. Note the separate Accrued Guaranteed Revenue Fee is a real second component but already has its own row rec7w0GvQl9H0A7GT at $1,024.97 — do NOT merge, it would double-count — and it is repealed on 10/1/2026 by Ord. 26-2144. How impact fees work in Florida

Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.

Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.

Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.
