Ocean Ridge impact fees by project type

Ocean Ridge: Single-Family Impact Fees

A new single-family home in Ocean Ridge pays $18,637.92 per unit in impact fees (rates sourced August 5, 2026). Of that, Palm Beach County-levied fees account for $15,137.92 and municipal or utility fees for $3,500.00.

The largest line items are School Impact Fee (School District of Palm Beach County) ($7,905.90), Road Impact Fee (Palm Beach County Fair Share) ($5,597.40) and Water Capital Facilities Fee (City of Boynton Beach) ($3,500.00).

AMOUNT CONFIRMED, SECOND COMPONENT DISCLOSED 2026-08-05. The $3,500 is exactly right: FY2026 Boynton Beach rate sheet, single-family OUTSIDE city limits, 3 bedroom, and it reconciles arithmetically as 1.25 x the $2,800 inside-limits rate. UNDERSTATEMENT FOUND: the same adopted rate sheet carries a separate one-time 'Meter Connection Charges - 5/8 x 3/4 Inch $645.00' that no row covered. Combined one-time water cost $4,145. DECISION: disclosed in this public note rather than given its own row. The verifier recommended a NEW SIBLING ROW and deliberately left correctAmount null rather than restating this precisely-scoped row. I took the note route instead, for consistency with the same-session Umatilla decision (recLOmO4os5ZJJKsR), where a $750 meter connection charge was also disclosed in the note rather than split out: in both cases the second component is a physical connection cost attached to the same connection event, not a separately adopted impact fee like Montverde's $6,150 or Sopchoppy's $7,200, which did earn their own rows. The note route is also the reversible option. If a later session prefers the split, the figure and source are recorded here. SIBLING CHECK: Ocean Ridge's only other rows are recWCKME5JZMY1N5D Municipal Impact Fee $0 and recr6mS7CLVMfNqRj Sewer Connection Fee $0 (no central sewer, converted to documented zero 8/5/2026), so neither a note nor a new row could double-count. NOTE ON NAMING: this row is titled after the PROVIDER (City of Boynton Beach) rather than the jurisdiction, which is why it does not surface in an 'Ocean Ridge' name search — it is correctly linked to the Ocean Ridge jurisdiction record. Round-2 2026-08-05; docs/verify-r2-F-pbc-miami5.json.

DOCUMENTED_0, converted 8/5/2026 on owner instruction after adversarial verification. Ocean Ridge Code Ch. 58 'Utilities' was pulled IN FULL via the Municode API at Supp. 15 and contains NO sewer rates, connection charge or capital fee - only water-shortage rules and a chapter governing the FENCING of privately owned package treatment plants, which is the opposite of a municipal collection system. Local reporting (The Coastal Star) confirms 'every home is on a system' - septic or package plants with deep injection wells. Boynton Beach's own service-area statements extend only WATER to Ocean Ridge. The previously published $2,250 was a real Boynton Beach charge applied to a town Boynton does not sewer. The town has set aside $924,943 toward a $30M+ conversion but negotiations with Boynton Beach broke off and nothing has been adopted, so there is no fee to publish. This is an affirmative documented zero, not an unknown.

How impact fees work in Florida

Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.

Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.

Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.

Rates change, and project specifics (unit size, meter size, location within special districts) can alter what applies. Always verify current fees with the jurisdiction and utility before relying on them.
