The per-gallon rate itself is 'set by resolution by the city commission and kept on file in the city clerk's office' — not codified and not posted. Sec. 58-52 tapping fees are likewise resolution-set and unpublished. NO METER LADDER EXISTS; basis is gallons max-day, not meter size. WASD's nonres sewer connection charge is $5.60 per gallon of average daily flow, so the Florida City fee = $2.80/gal ADF. • Road Impact Fee (City of Florida City, Commercial) — 40% of Miami-Dade mobility fee
    City of Florida City
CITY FEE THE RESIDENTIAL PASS MISSED. Code Sec. 14-27 (Ord. 18-03, 5-8-2018): 'The Florida City road impact fee shall be a sum equal to 40 percent of the fees established by Miami-Dade County pursuant to Miami-Dade County Ordinances 88-112 and 90-26.' Amount = 40% x $13.216 (county mobility, Zone 4, Shopping Plaza 40-150 kgsf) = $5.2864/sf. UNCONFIRMED on two counts: (1) Sec. 14-27 still cross-references the SUPERSEDED road impact fee ordinances (88-112 / 90-26), which Ord. 23-68 replaced with the Ch. 33E multimodal mobility fee — the city has not recodified, so whether the 40% now rides on the mobility fee is an inference; (2) the county zone is derived, not named. City publishes no fee schedule anywhere (site + Municode checked). Call Community Development, (305) 247-8221.

ZONE DERIVED, NOT NAMED: Code Sec. 33E-7.1(b)(4) defines Zone 4 as the farthest parts of the County 'including Homestead', bounded on the north by SW 208th St — Florida City (~SW 344th St) sits well inside that boundary. Unconfirmed because zones are metes-and-bounds/parcel-specific and Zone 1 (SMART Plan Corridor) is an overlay that can reach any parcel on the South Dade TransitWay, which runs through Florida City. How impact fees work in Florida

Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.

Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.

Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.
