The largest line items are Fire-Rescue Impact Fee (Miami-Dade County, Office) ($0.42/sq ft) and Public Safety Impact Fee (City of Opa-locka, Office) ($0.17/sq ft).

Multimodal Mobility Impact Fee (Miami-Dade County, Office), Sewer Impact Fee (City of Opa-locka) — 1" meter, 2.5 ERU, and Water Impact Fee (City of Opa-locka) — 1" meter, 2.5 ERU are shown at the last published amount but have not been confirmed with the jurisdiction; they are included in the totals here. Water$3,598.00 one-time
  • Water Impact Fee (City of Opa-locka) — 1" meter, 2.5 ERU
    City of Opa-locka
CANONICAL 1" METER DEFAULT. ⚠️ City's own codified W/S impact fee: LDR Ch. 22 Division 5, Sec. 22-385 (Ord. 15-24, 7-22-2015). $1,439 per water ERU; meter→ERU factors are the AWWA maximum-flow criteria (3/4"=1.0, 1"=2.5, 1.5"=5, 2"=8, 3"=16, 4"=25, 6"=50, 8"=80). 1" = 2.5 ERU × $1,439 = $3,598. ONE shared ladder for all customer classes (nonres = SFR at the same meter size — shared-ladder precedent). UNCONFIRMED — APPLICABILITY IN DOUBT: the City has 'transitioned water utility services to Miami-Dade County WASD' (opalockafl.gov/336) including billing, collections, sewer disposal and meter management, and Code Ch. 21 has no impact fee (only cost-based connection charges). Whether the City still collects this LDR fee at permit, whether WASD's $1.39/gal connection charge displaces it, or whether BOTH apply, is unresolved — both are entered. Call (305) 688-4611.

Miami-Dade Water and Sewer Department (WASD)
WASD Schedule of Water Fees and Charges, eff. 10/1/2025, item 9: 'Connection Charge Rate - Per average daily gallon $1.39'. NO meter ladder; nonres gpd assigned by land use under County Code Sec. 24-43.1(5). PROVIDER: the City states it 'has transitioned water utility services to Miami-Dade County WASD,' including billing, collections, sewer disposal, and replacement/management of water meters (opalockafl.gov/336). UNCONFIRMED — the City ALSO still has a codified W/S impact fee of its own (LDR Sec. 22-385, Ord. 15-24), entered separately; it is not established which of the two is collected on a new nonres connection, or whether both are. Call Opa-locka Public Works / Planning (305) 688-4611.

Sewer$3,190.00 one-time
  • Sewer Impact Fee (City of Opa-locka) — 1" meter, 2.5 ERU
    City of Opa-locka
CANONICAL 1" METER DEFAULT. ⚠️ City's own codified W/S impact fee: LDR Ch. 22 Division 5, Sec. 22-385 (Ord. 15-24, 7-22-2015). $1,276 per sewer ERU; sewer ERUs are set by WATER METER SIZE using AWWA maximum-flow criteria (3/4"=1.0, 1"=2.5, 1.5"=5, 2"=8, 3"=16, 4"=25, 6"=50, 8"=80). 1" = 2.5 ERU × $1,276 = $3,190. ONE shared ladder for all customer classes. UNCONFIRMED — APPLICABILITY IN DOUBT: the City has 'transitioned water utility services to Miami-Dade County WASD' including sewer disposal service; whether this LDR fee is still collected at permit, is displaced by WASD's $5.60/gal sewer connection charge, or stacks with it, is unresolved — both are entered. Call (305) 688-4611.

WASD Schedule of Wastewater Fees and Charges, eff. 10/1/2025, item 4: 'Connection Charge Rate - Per average daily gallon $5.60' ($2.80/gal with graywater). NO meter ladder; nonres gpd assigned by land use under County Code Sec. 24-43.1(5). UNCONFIRMED — same applicability question as the WASD water record: Opa-locka transitioned utility services (incl. sewer disposal) to WASD but retains a codified LDR sewer impact fee (Sec. 22-385). Both entered pending resolution. Call (305) 688-4611.

City$0.17/sq ft
  • Public Safety Impact Fee (City of Opa-locka, Office)
    City of Opa-locka
LDR Ch. 22 Division 3, Sec. 22-316(A) (Ord. 04-11). Single nonres rate — 'Business floor area' $0.166/sf covers all nonres uses; no category split in the schedule. Unlike the Road Drainage fee, the Public Safety schedule DOES reach office (it is business floor area), so this one is confirmed.
    $0.17/sq ft
  • Road Drainage Impact Fee (City of Opa-locka, Office)
    City of Opa-locka
UNCONFIRMED — NO OFFICE ROW IN THE SCHEDULE. LDR Sec. 22-277(A) publishes only five use groups: Residential $0.454 / Retail $1.062 / Industrial $0.265 / Institutional $0.668 / Governmental $0.535 (all per gross sq ft). Office is not among them. Sec. 22-277(A)(2) makes it an ADMINISTRATIVE DETERMINATION: the administrative official 'shall use the road drainage impact fee applicable to the most nearly comparable type of land use,' guided by the comprehensive plan and the land use and development regulations. NEAREST ANALOGS: Retail $1.062/sf (if read as a commercial use) or Institutional $0.668/sf. $0 entered pending the City's determination — the fee is almost certainly nonzero. How impact fees work in Florida

Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.

Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.

Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.

Fee amounts on this page are compiled from official published schedules and are provided for planning purposes only.
