- General Government Impact Fee (City of West Miami)$663.00Requires confirmationCity of West MiamiNEW ROW created 2026-08-05, filling a real gap — the city levies this fee and the base carried no row for it. CREATED FLAGGED: the figure is well evidenced but has had ONE research pass, and the standing rule budgets two before an amount is presented as settled. Verify, then unflag. EVIDENCE: read verbatim off TWO documents — (1) the scanned adopting ordinance on the city's own site, Ord. #2007-02 sec. 3, adopted 6-20-2007, effective 8:00 a.m. 9-19-2007, with the General Government Impact Fee Schedule on page 9 of 16; and (2) the currently codified Sec. 5-107(g)(2)b pulled through the Municode content API (job 482646, Supplement 9, legislation tracked to 2026-02-17). CURRENCY: the section's history note ends at Ord. 2013-05 (9-18-2013) and nothing supersedes it. Sec. 5-107(h)(6) permits an ENR-indexed update only by adopted amendment, and no such amendment exists. Strong cross-check that the codified text is genuinely post-amendment rather than the 2007 original: the codified PARK schedule in the same section reads $4,240 / $2,100, which are the amended figures already carried in this base, not Ord. 2007-02's original $8,480 / $7,710. NO MULTIPLIER: the Sec. 5-107(i) service charge is optional and has never been adopted by resolution, so nothing grosses this figure up. NO OVERLAP: general government is its own benefit district and trust fund under the ordinance, separate from the police (recgu2nE2h3Te0DRq $516) and parks (recmdI10MOnRYLwdK $4,240) rows already carried, so this cannot double-count. MF counterpart carries $603. Round-3 2026-08-05; docs/verify-r3-generalgovt.json.

How impact fees work in Florida
Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.
Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.
Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.
