Water$0.00
  • Water Connection Charge (Miami-Dade WASD)
    Miami-Dade Water and Sewer Department
The City of Miami runs no water or sewer utility — Miami-Dade WASD is the RETAIL provider citywide. WASD prices NONRESIDENTIAL connection charges PER AVERAGE DAILY GALLON of estimated demand; there is no nonres meter-size ladder. $1.39 per gallon per day (water), Schedule of Fees Sec. 9.

Sewer$0.00
  • Sewer Connection Charge (Miami-Dade WASD)
    Miami-Dade Water and Sewer Department
Miami-Dade WASD nonresidential wastewater connection charge: $5.60 per average daily gallon of estimated demand (Wastewater Sec. 4). No meter-size ladder for nonres. WASD is the City of Miami's retail sewer provider.

City$5.18/sq ft
  • Southeast Overtown/Park West Development Supplemental Fee (City of Miami, Commercial)
    City of Miami
SUB-AREA FEE — applies ONLY within the Southeast Overtown/Park West area-wide DRI, ON TOP of the citywide fees. Code Ch. 13 Art. III, Sec. 13-102 Table 1 (Increment II), per gross sq ft of floor area. Schedule row: 'Retail/service' = $2.51 total (Transportation Mitigation $1.78 + Air Quality $0.14 + DRI/Master Plan Recovery $0.40 + DRI Administration $0.18). The single highest nonres per-sq-ft development fee found anywhere in Miami-Dade so far. UNCONFIRMED: strictly parcel-specific (SEOPW DRI boundary only) — confirm the parcel is inside the DRI before quoting. Call City of Miami Planning (305) 416-1400.
    $2.51/sq ftRequires confirmation
  • Downtown Development Supplemental Fee (City of Miami, Commercial)
    City of Miami
SUB-AREA FEE — applies ONLY within the Downtown DRI / Downtown Development Authority area, ON TOP of the citywide Police + Fire-Rescue + General Services fees. Code Ch. 13 Art. II, Sec. 13-56 Table 1, per gross sq ft of floor area. Schedule row: 'Retail/service' = $1.6098 total (Transportation Mitigation $1.3784 + DRI/Master Plan Recovery $0.156223 + DRI Administration $0.07521). By far the largest nonres development fee in the city. UNCONFIRMED on two counts: (1) it is PARCEL-SPECIFIC — only development inside the Downtown DRI boundary pays it; (2) Sec. 13-56.1 mandates a CONSUMER PRICE INDEX ADJUSTMENT and no CPI-adjusted current-year table is published, so the coefficient above is the ordinance base, not necessarily the amount collected today. Also note county Ord. 23-68 let the previously approved county road-impact-fee DISCOUNT for the Downtown DRI Increment III expire ~9/16/2025. Call City of Miami Planning (305) 416-1400.
    $1.61/sq ftRequires confirmation
  • Police Impact Fee (City of Miami, Commercial)
    City of Miami
City of Miami Police Impact Fee, Code Sec. 13-9 (Ord. No. 12750, adopted 12-15-2005, applies to building permit applications accepted after 5:00 p.m. 1-15-2006). Per sq ft GFA. Schedule row: 'Commercial/shop ctr. 25,001—50,000 sf' (ITE 820) = $0.696 — the tier containing 50,000 sq ft. Adjacent tiers: 25,000 sf or less $0.751; 50,001—100,000 sf $0.609; 100,001—200,000 sf $0.527; 200,001—400,000 sf $0.452. ⚠️ PITFALL: Ch. 13 contains TWO nonres fee structures. Secs. 13-23—13-27 (planning-district coefficients: Edison/Downtown/Coconut Grove/Little Havana/Flagami/Allapattah/Virginia Key) are EXPRESSLY LEGACY — Sec. 13-22 retains them only for permit applications complete before 1-15-2006. The governing schedules are Secs. 13-9—13-12. ⚠️ Sec. 13-6(1)a exempts nonres additions/remodels with a net increase under 1,000 sq ft. Sec. 13-14 adds an administrative fee. This fee, Fire-Rescue (13-10) and General Services (13-11) all STACK; Parks & Recreation (13-12) has NO nonresidential rows at all (residential-only, so nonres parks = $0, confirmed). Supersedes the residential pass's 'amount pending city schedule' placeholder.
    $0.70/sq ft
  • Fire-Rescue Impact Fee (City of Miami, Commercial)
    City of Miami
City of Miami Fire-Rescue Impact Fee, Code Sec. 13-10 (Ord. 12750). Per sq ft GFA. Schedule row: 'Commercial/shop ctr. 25,001—50,000 sf' (ITE 820) = $0.260. Adjacent tiers: 25,000 or less $0.302; 50,001—100,000 $0.227; 100,001—200,000 $0.201; 200,001—400,000 $0.181. Miami runs its own Fire-Rescue Dept, so this replaces (does not stack with) the county fire fee — the county fee is $0 here. Supersedes the residential pass's 'amount pending' placeholder.
    $0.26/sq ft
  • General Services Impact Fee (City of Miami, Commercial)
    City of Miami
City of Miami General Services Impact Fee, Code Sec. 13-11 (Ord. 12750). Per sq ft GFA. Schedule row: 'Commercial/shop ctr. 25,001—50,000 sf' (ITE 820) = $0.108. Adjacent tiers: 25,000 or less $0.126; 50,001—100,000 $0.095; 100,001—200,000 $0.084; 200,001—400,000 $0.076. A third stacking city fee alongside Police (13-9) and Fire-Rescue (13-10).
    $0.11/sq ft
County$11.54/sq ft
  • Road (Mobility) Impact Fee (Miami-Dade County, Commercial)
    Miami-Dade County
Multimodal Mobility Impact Fee, Code Ch. 33E (Ord. 23-68). Countywide incl. all municipalities. Schedule row: 'Shopping Plaza (40-150 kgsf) w/o Supermarket', Context Zone 2 ($11.537/sf). UNCONFIRMED — zone read from the ordinance text, not a named list. Sec. 33E-7.1(b)(2) defines Zone 2 (Inner Ring) as 'areas immediately outside of Downtown Miami, including Miami Beach, Coral Gables, and Hialeah'; its mainland metes-and-bounds polygon (SR 826/NW 138th St → south along SR 826 → the Busway → SW 120th St → Old Cutler Rd → the coastline → I-195 → Broad Causeway → NE 125th St) ENCLOSES the City of Miami mainland, so Zone 2 is the base rate. ⚠️ BUT Sec. 33E-7.1(b)(1) makes Zone 1 a SMART PLAN CORRIDOR OVERLAY — 'developments located wholly or partially within a SMART Plan Corridor shall pay the rates listed in the SMART Plan Corridor rate schedules' — and the six SMART corridors (East-West, Kendall, Beach, North, Northeast, South Dade Transitway) all converge on downtown Miami, so a large share of City of Miami parcels are Zone 1: Commercial $11.982/sf. Full-scale zone maps are on file with the County Zoning Dept only (no published GIS layer). Verify the parcel's zone before quoting. Excludes the 2% admin fee.
    $11.54/sq ftRequires confirmation
  • Fire-Rescue Impact Fee (Miami-Dade County, Commercial)
    Miami-Dade County Fire Rescue District
CONFIRMED $0. Code Sec. 33J-1(b) applies the county fire-rescue impact fee only within the Miami-Dade Fire Rescue District — 'unincorporated Miami-Dade County and all municipalities SERVED BY THE DISTRICT.' The City of Miami runs its own Fire-Rescue Department and is NOT in the district; it levies its own fire-rescue impact fee instead (Code Sec. 13-10). Never stack the two.
    $0.00
  • Police Impact Fee (Miami-Dade County, Commercial)
    Miami-Dade County
CONFIRMED $0. Code Sec. 33I-1(b) limits the county police impact fee to UNINCORPORATED Miami-Dade County. The City of Miami has its own police department and levies its own police impact fee (Code Sec. 13-9).

  • Southeast Overtown/Park West Development Supplemental Fee (City of Miami, Industrial)
    City of Miami
$0 — the SEOPW supplemental fee schedule has NO INDUSTRIAL ROW. Code Sec. 13-102 Table 1 (Increment II) publishes coefficients for Office, Retail/service, Residential, Hotel and Recreation ONLY — unlike the Downtown fee (Sec. 13-56), which does have a 'Wholesale/industrial' row. UNCONFIRMED: the ordinance does not say industrial development is exempt, it simply omits the category, so the fee for an industrial project inside the SEOPW DRI would be an unpublished administrative determination. Call City of Miami Planning (305) 416-1400. (Note: industrial development inside SEOPW is unlikely — the area is zoned for high-density mixed use.)

How impact fees work in Florida

Florida impact fees are one-time charges on new development, governed by Section 163.31801, Florida Statutes (the Florida Impact Fee Act). The statute requires fees to be based on the most recent and localized data, spent on the infrastructure category they were collected for, and adopted by ordinance.

Since 2021, the law also limits how fast fees can rise: increases up to 25% phase in over two years, increases of 25–50% phase in over four years, and increases above 50% are allowed only with a demonstrated extraordinary-circumstances study and at least a two-thirds vote of the governing body.

Counties and cities can both levy impact fees. Inside an incorporated city, a project typically pays the county's countywide fees plus any municipal fees the city has adopted, which is why totals differ between a city and the unincorporated county around it.

Frequently asked questions

What are the total impact fees for a single-family home in Miami, Florida?

A new single-family home in Miami pays at least $13,190.90 per unit in combined impact fees (rates sourced July 14, 2026). 3 additional fees have no published standard amounts and are not included, so the full cost may be higher; verify before budgeting.

How much are commercial impact fees in Miami?

Commercial development in Miami pays $16.72 per square foot in impact fees, at least $836,040.00 for a 50,000 sq ft building. This figure includes amounts that have not been confirmed and excludes fees with no published standard amount, so the full cost may be higher; verify before budgeting.

Does Miami charge its own impact fees?

Yes. Miami levies its own municipal impact or utility fees, and county-levied fees also apply inside city limits. The schedule on this page shows every fee that applies to development in Miami, with the combined total.

Can Florida impact fees increase at any time?

No. Section 163.31801, Florida Statutes limits increases to 50% at most, phased in over two to four years, unless the local government makes extraordinary-circumstances findings and approves the increase by at least a two-thirds vote.

Fee amounts on this page are compiled from official published schedules and are provided for planning purposes only. Rates change, and project specifics (unit size, meter size, location within special districts) can alter what applies. Always verify current fees with the jurisdiction and utility before relying on them.
